REVISITING THE COMMUNITY ORIENTED POLICING SYSTEM OF PASAY CITY: A FRAMEWOFK FOR CITIZEN-POLICE SYNERGY AGAINST CRIMINALITY

Abstract
The study made by the researcher aimed to assess the Community Oriented Policing System (COPS) of Pasay City as a framework for police –citizen synergy against criminality.
Based on the data gathered, the following were the findings of the study, to wit: As to the extent of COPS of Pasay City Police Station in terms of joint community patrol, information sharing, community organizing and community problem solving, a Grand Mean of 3.89 was obtained corresponding to an adjectival equivalence of Evident. As to the problems encountered that affect COPS of Pasay City in terms of joint community patrol, information sharing, community organizing and community problem solving, a Grand Mean of 2.89 was also obtained corresponding to a verbal interpretation of Moderately Serious. In so far as the proposed measures to address the problems encountered that affect the success of the COPS of Pasay City in terms of joint community patrol, information sharing, community organizing and community problem solving, these were assessed as Highly Recommended based on the garnered Grand mean of 4.22. Respondents PNP Personnel, LGU Officials and Community Members showed similar assessment on the problems encountered and the proposed measures to address the problems encountered on the COPS of Pasay City but somehow differed in their opinions on the COPS of Pasay City.
Moreover, based on the significant findings of the study, the following conclusions were reached: 1) The indicators Police Community Precincts and Barangay elements conduct visibility patrols at their respective jurisdictions; the police and the community leaders meet regularly to conduct pulong-pulong, dialogues, ugnayan; Pasay City Police Station has good relations with the community and enlists other volunteer groups as force multipliers aside from BPAT members; and, the police initiate dialogues with the community residents and members, are regarded as Evident relative to the effectiveness of Community Oriented Policing System of Pasay City towards a citizen-police synergy against criminality; 2) Detailed policemen and BPAT members for joint patrol or ronda on a daily basis cannot be accounted; lists of wanted or suspected for crime personalities are not posted at the Police Community Precincts/Barangays; the community in your area has no community watch/security systems against lawless elements; and, the police and local officials fail to act and evaluate potential community problems for immediate remedy and solution, are considered as Moderately Serious problems with regard the Community Oriented Policing System of Pasay City; 3) The indicators the city police and local officials shall be visible and make it often to visit schools and other public places as a pro-active measure to ensure safety of students and the public; PCP Commanders and Barangay Captains shall adhere to the principles of collaboration, cooperation, partnership and inter-dependence especially in the maintenance of public safety; community leaders shall adopt a system and best practices to be disseminated with the residents on how to secure their own private places and how to report suspected individuals to concerned authorities for monitoring and surveillance; prompt response to residents’ predicaments and concerns by the police especially when doing their rounds of patrols; and, doing what is right in official functions will foster trust and confidence between the police and the community will hasten collaborative endeavors towards a common goal, are the Highly Recommended measures t enhance the COPS of Pasay City; 4) The Pasay City Police Station personnel, local government officials, and community members differed in their opinions on the extent of COPS of Pasay City in terms of joint community patrol, information sharing, community organizing and community problem solving. But they have similar assessment on the problems encountered on Community Oriented Policing System and the proposed measures to address the aforementioned problems; and, 5) The Community Oriented Policing System if properly implemented and enhanced would definitely result in police-citizen synergy against crimes, including other community concerns that need immediate attendance. The study was able to identify many areas to be improved inside the spheres of the COP in order to ensure optimum success relative to the accomplishment of policing in Pasay City.
In the light of the significant findings and conclusions of the study, the following recommendations are offered: 1) Police can provide better services to the community through a developed and effective partnership between the former and the latter. Pasay City Police Station shall sustain police-community relations; hence, the need to improve their inter-personal and diplomacy skills, as well as individual policing qualifications upgrade to gain more respect from the community they work with; 2) Seriousness of problems and adequacy of resources to aid policing are parallel and inter-dependent concerns that need to be addressed jointly by the local police and local government officials, including stakeholders. Local government provision of appropriate logistical supports will enhance further the program of activities of the COPS of the Pasay City Police Station; 3) The Pasay City Police Station shall likewise cultivate community police partnership in maintaining peace and security in Pasay by fostering better coordination and cooperation with the various local government officials and solicit their support and involvement in promoting goodwill. Any efficiency noted in the said undertakings shall be sustained and continuously improved in the long run; 4) As to the existence of significant difference in the perceptions of the Pasay City Police Station personnel, local government officials and community members on the extent of implementation of the COPS of Pasay, it is remembered that these same groups are the same who shall performs the necessary actions to enhance the COPS as a framework for citizen-police synergy against criminality; and, 5) Consequently, the researcher hereby recommends the adoption of the herein presented action plan.
