THE ANTI-CARNAPPING OPERATIONS OF SOUTHERN POLICE DISTRICT ANCAR UNIT: BASIS FOR INNOVATIONS

Abstract
The study aimed to assess the anti-carnapping operations of Southern Police District Anti-Carnapping Unit and the level of effectiveness in terms of case monitoring, intelligence investigation build-up, enforcement and inter-agency participation. The result of the study will become the basis for innovation aimed at reducing, if not totally eradicating carnapping incidents within the territorial jurisdiction of the Southern Police District. The main objective of this study is to formulate an innovative plan that will enhance the operational capability of anti-Carnapping Unit of SPD.
The descriptive method of research was used in this study, wherein a total of three hundred (300) survey questionnaires were distributed and two hundred eighty (280) were retrieved at a rate of 93.33%. The respondents of the study consisted of one hundred ninety six (196) personnel from SPD, sixty three (63) from LGUs, and twenty one (21) victims.
The assessment of the three (3) groups of respondents on the level of effectiveness of the anti-carnapping operation of SPD obtained an overall average weighted mean of 3.37 equivalent. On the problems encountered by the SPD in addressing carnapping incidents in the area of jurisdiction of SPD obtained overall mean of 3.54. For proposed measures to address the problems encountered by SPD ANCAR Unit in addressing carnapping incidents in terms of case monitoring, intelligence investigation build up, enforcement and inter-agency participation, garnered an overall Average Weighted Mean of 4.24 with a verbal interpretation of highly recommended.
Results showed that there was no significant difference on the effectiveness of anti-carnapping operation of SPD, this was manifested in the F-computed value of 1.23 being lower than the tabular value of 3.02, the hypothesis was accepted. As to the problems encountered by SPD ANCAR Unit in addressing carnapping incidents, results showed that there was no significant difference, this was manifested in the F-computed value of 0.13 being lower than the F-tabular value of 3.02, the hypothesis was accepted. The F-computed value of 1.23 being lower than the F-tabular value of 3.02, the hypothesis was accepted. As to the proposed measures to address the problems encountered by SPD ANCAR Unit in addressing carnapping incidents, results showed that there was no significant difference, this was manifested in the F-computed value of 0.01 being lower than the F-tabular value of 3.02, the hypothesis was accepted.
The action plan to address the problems encountered by the SPD as presented in the appendix of this research work contains measures to eliminate the problems regarding the issue and is expected to deliver the needs of the community in eliminating carnapping incidents in the area jurisdiction of SPD.
On the basis of the established results from the data gathering, the following conclusions were drawn: Encourages cooperation of victims as witnesses in the filing of cases in court, coordinating with barangay officials in the conduct of intelligence gathering activities, implementation of Section 6 of Presidential Decree 1612, and organized community sectors to help in the prevention of carnapping incidents in the area of jurisdiction of SPD are regarded as effective relative to case monitoring, intelligence investigation build up, enforcement, and inter-agency participation by the SPD personnel, LGUs and victims; The non-implementation of case build up against members of carnapping groups, lack of system for case tracking/monitoring of cases filed in court, lack of intelligence activities of the SPD ANCAR Unit on carnapping incidents, limited anti-carnapping officer in car parks and carnapping prone areas and poor information gathering from organized crime groups and syndicated groups are considered problem relative to case monitoring, intelligence investigation build up, enforcement, and inter-agency participation; The indicator continuous intensification of case build up against members of carnapping groups in the area jurisdiction of SPD, continuous performance of intelligence activities as appropriate in the community, deployment of anti-carnapping officer in car parks and carnapping prone areas and the need to conduct continuous inter-agency coordinative meetings are the highly recommended measures to enhance the anti-carnapping operations of SPD ANCAR Unit; the SPD personnel, LGUs and victims have similar assessment on case monitoring, intelligence investigation build up, enforcement and inter-agency participation; and The anti-carnapping operation of SPD ANCAR Unit can be enhanced through anti-carnapping campaign, intelligence build-up in anti-carnapping operations, anti-carnapping techniques and procedures training/seminar workshop for ANCAR personnel, inter-agency collaboration and enhanced logistical support for anti-carnapping campaign as a basis for innovation.
The above-mentioned conclusions are realizations that the following specific recommendations are imperative basis for innovations and therefore strongly endorsed for consideration by appropriate authorities of the SPD particularly the Anti-Carnapping Unit. The need for the strict adherence of the anti-carnapping campaign of the SPD in addressing carnapping incidents in its area of responsibility; All of the given problems shared by the SPD personnel. LGUs and victims should be given focus and priority as they pose serious problem that will greatly affect the level of performance of the SPD office ANCAR Unit in addressing carnapping incidents in the area of jurisdiction; The appropriate measures to address the problems encountered by the SPD in addressing carnapping incidents should not be the only aspect to be taken into consideration. But a total review of the continuous rise of carnapping incidents in the AOR in order to further enhance and strengthen its level of performance; As with no significant differences exist in the perceptions of the SPD personnel. LGUs and the victims on the effectiveness of the anti-carnapping operation of Southern Police District, the problems encountered, and the proposed measures to address the problems encountered by SPD ANCAR Unit in addressing carnapping incidents as to case monitoring, intelligence investigation build up, enforcement and inter-agency participation, both respondents group can make the necessary move on how to promote the anti-carnapping operation of SPD; and adoption of the proposed action plan formulated for subsequent implementation in order to enhance the anti-carnapping operation of SPD ANCAR Unit as basis for innovations.
