COMPLAN LAMBAT-SIBAT, COMMUNITY 

This study assessed the implementation of the Communication Plan (Complan)
Lambat Sibat in the Province of Abra as a road map to a secured community. The
study sought the assessment of the respondents on the implementation by the Abra
Police Provincial Office of the Complan Lambat Sibat in terms of police operations
strategies, crime reporting and community mobilization and organization. It also
assessed the problems encountered by the Abra Police Provincial Office in its
implementation of the Complan Lambat Sibat in the Province of Abra in relation to the
variables of the study. The proposed measures to the problems encountered by the
Abra Police Provincial Office in its implementation of the Complan Lambat Sibat in the
Province of Abra relative to the variables were also measured. The study also discern
whether there were significant differences in the assessments of the respondents on the
implementation by the Abra Police Provincial Office of the Complan Lambat Sibat, the
problems encountered and the proposed measures to address the problems in relation
to the variables. An action plan was proposed based from the findings of the study.
The setting of the study was the Province of Abra. The respondents of this study
was composed of the following: the uniformed personnel of the Abra Police Provincial
Office, the members of the Peace and Order Councils represented by the barangay
captains, and members of the community. The period covered was 2015.
The respondents assessed the implementation of the Abra Police Provincial
Office of the Communication Plan Lambat Sibat in the Province of Abra as
“implemented” wioth a grand mean of 4.10. They assessed the problems encountered
by the Abra Police Provincial Office that affects its implementation of the Complan
Lambat Sibat as serious with a grand mean of 3.77 or serious. They also assessed the
proposed measures to the problems encountered by the Abra Police Provincial Office
that affect its implementation of the Complan Lambat Sibat, in terms of police operation
strategies, as highly recommended with a grand mean of 4.35. The main proposal was
on the indicator Train staff in the conduct of inventory of firearms with 4.53.
Based on the results of the study, the following can be concluded. The police
officers, barangay captains and the community members assessed the Complan
Lambat Sibat as highly implemented especially in serving warrants of arrests, tapping
the help from the community, organizing PCR groups and coordinating with barangay

officials. However, there were assessed weaknesses in coordination with other law
enforcement agencies, use of social media in crime reporting and organizing and
mobilizing force multipliers. The respondents rated the problems in the implementation
of Complan Lambat Sibat as serious. They were prominent as suspects are usually
absolved because of lack of witnesses, limited number of police personnel and lack of
training force multipliers. The measures to solve the problem in the implementation of
Complan Lambat Sibat were highly recommended. The main recommendations were
training staff in the conduct of firearms inventory, assigning dedicated personnel to look
into loose firearms and barangay visitation. The respondents had different assessment
on the implementation of Complan Lambat Sibat in Abra by the Abra Police Provincial
Office, the problems encountered and the proposed measures to the problems, except
in the area of problems and proposed measures to the problems on police operations
strategies. An action plan was proposed with measures such as enhancing
investigation capability, orientation of use of social media for crime reporting, and force
multiplier training.
Based on the conclusions of the study, the following are the recommendations:
In the implementation of the Complan Lambat Sibat, the Abra Police Provincial Office
needs to extend its coordination with other law enforcement units in order to gain as
many support as possible. The Abra PPO may consider exploring the possibility of
setting up social media accounts as medium of reporting for crimes in the Province of
Abra. This can maintain the privacy of the informants, especially on most wanted
persons or loose firearms. Aside from recruitment, the Abra PPO needs also to train
the force multipliers to support the Lambat Sibat operations. It can make a difference
when the force multipliers are aware of their roles in the intelligence gathering and
arrest of wanted persons and in going after loose firearms. The Abra PPO needs to
enhance the investigative capacity of the police office by training more police on basic
investigation. The study found out that there were problems in obtaining evidences and
having witnesses against suspects. In the information campaign plans, the Abra PPO
must obtain as many sources as possible. This can be in the form of text messaging
and telephone hotlines.
