Abstract
This study assessed the effectiveness of the Community Action Team (ComAcT) strategies against communist terrorist group’s recruitment of Mangyans in the Province of Oriental Mindoro. By conducting survey among 16 ComAcT personnel, 101 local government officials, and interview of 10 Mangyan tribe leaders, the following were concluded: The Community Action Team of the Oriental Mindoro Police Provincial Office have been moderately effective in its strategy against the recruitment of Mangyans by the Communist Terrorist Group due to “Institutionalization of policy to promote the life and uplift the well-being of every Mangyan members” and “undergoing capability and capacity training relevant to personnel in-charge in Mangyan affairs”. However, there was weakness in the training and equipping Mangyan communities with livelihood program to enhance self-sufficiency. The major problem encountered by the ComAcT in its campaign against the recruitment of Mangyans by the CTGs was on the perceived poor delivery of basic government’s services. The major benefit derived by the Mangyans in the implementation of the ComAcT strategies was the improved peace situation in the Mangyan communities. Increased collaboration and cooperation by the ComAcT with local government units, foreign missionaries, private organizations and individuals, and government agencies was deemed as ways to sustain the livelihood programs and development for the Mangyans. An action plan was focused on the sustainable livelihood programs by the ComAcT for the Mangyans as alternative method to prevent their recruitment by the CTGs. The recommendations were the following: First, the Community Action Team must identify and develop livelihood programs to be implemented by the ComAcT and PNP police stations in the Mangyan communities. This strategy is aimed at countering the recruitment of the Mangyans by the CTGs. As the results of the study consistently showed, improving the lives of the Mangyans rather than mere lectures can be a better strategy in preventing them to join the CTGs. Second, the ComAcT and local government units in Oriental Mindoro need to strategize the continuous deliver of basic services to the Mangyan communities. These services provide the evidence that the government and the police care for the CTGs. Third, collaborative measures must be set-up with other organizations helping for the livelihood and welfare of the Mangyans. Security measures may be provided by the ComAcT and the PNP Mobile Forces to sustain these visits. This strategy aims to encourage more organizations and individuals to pour their supports to the livelihood and the welfare of the Mangyans. Coupled with awareness programs, these strategies have the same objective of preventing the Mangyans from being recruited by the CTGs.
