Abstract
The study aimed to assess the Field Training Program Manual for Police Recruits; reconciling the provisions for officers duties and responsibilities as to selection and training, responsibilities and duties of a Field Training Officer.
The sources of data were Field Training Officer and Police Officer 1 in the National Capital Region. They were chosen through random sampling. The tools of measurement in this study were the primary data through interview and survey questionnaire and the secondary data through documentary analysis. Before the start of the survey, appropriate permission and endorsement was obtained to formalize the request for accommodation and support from the Regional Director, National Capital Region Police Office for the conduct of the survey. The quantitative data obtained through the conduct of the survey was analyzed and evaluated using the following statistical data: percentage technique, average weighted mean through the use of the Five-Point Likert Scale and the ANOVA single variance to determine the significant differences among the groups of respondents.
The following were the findings of the study: As to the relevance on the salient provisions of the Field Training Program Manual for Police Recruits, a “Relevant” mean was obtained on the aspect of selection and training of field training officers, responsibilities of field training officers and duties of field training officers. No significant difference was obtained in terms of selection and training of a field training officer and duties of a field training officer, thus the hypothesis was accepted, while a significant difference was obtained in terms of responsibilities of a field training officer, thus the hypothesis was rejected. As far as the proposed changes is concerned, a highly recommended mean was obtained as to selection and training of field training officers, responsibilities of field training officers and duties of field training officers. There is significant difference among the assessment of the respondents as to the proposed recommended changes on the salient provisions Field Training Program Manual for Police Recruits, hence, the decision is to reject the null hypothesis. Appropriate changes shall be recommended on the salient provisions of the Field Training Program Manual for Police Recruits particularly on the responsibilities of a Field Training Officer based from the findings of the study.
In the light of the foregoing findings, the following conclusions are drawn: the salient provisions of the Field Training Program Manual for Police Recruits are relevant on the responsibilities and duties of a Field Training Officer in the internalization of the core values of the police service, instilling pride in the organization and produce a successful police officer, the Field Training Officer and Police Recruit 1 have difference views on the salient provisions of Field Training Program Manual for Police Recruits that shows different assessment on the different aspect of the Field Training Program Manual for Police Recruits as far responsibilities of field training are concerned; the proposed changes on the salient provision of the Field Training Program Manual for Police Recruits are highly recommended by the respondents on the three aspects of the program. These are offered to improve and enhance the selection and training of Field Training Officer, responsibilities and duties of Field Training Officer to develop, implement and demonstrates among police recruits instructional plans in accordance with the Field Training Program; the Field Training Officer and Police Recruits had different views on the proposed changes on the salient provision of the Field Training Manual. In all the three (3) areas assessed by the respondents revealed a significant difference in their assessments thus the null hypothesis is rejected and a rather less effective aspect of the salient provisions of the Field Training Program Manual for Police Recruits and prompted by the proposed recommended changes, the revision of some aspect of the training manual will enhance the responsibilities and duties of the Field Training Officer.
Based on the conclusions drawn from the findings of the study, the following recommendations are submitted: the Field Training Officer should perform their work religiously as envisioned to create a positive learning environment that suits the individual characteristics and development of the Police Officer and acceptable training techniques that are the most conducive to producing a viable, competent Police Officer with a professional orientation; the training stage is a very important segment in the career of police officers, this is where the knowledge, skills, character and behavior are being molded to prepare police officer for the unyielding task and responsibility as professional officers, hence the PNP Training needs to consider the evaluation made by the Field Training Officer and Police Officer 1 on the officers responsibilities and duties geared towards skills enhancement, intellectual advancement and moral transformation of police recruits in their field of profession; the PNP needs to adopt the proposed recommended changes on the three aspects of the Field Training Program Manual for Police Recruits as these have been highly recommended, these recommendations are necessary to be inputted in the organization’s operational plan for a more purposive effort in executing the required changes and enhancing the performance of the entire workforce in the field of training; the PNP has to establish an organized system in promoting the responsibilities and duties of a Field Training Officer in the field of training that will professionally demonstrate, give encouragement and direction to a police recruit; creation of a Monitoring Committee that will oversee the duties and responsibilities of the Field Training Officer in creating a positive environment that can be enhanced continued training and personal development among police recruits in the field of profession; and the researcher strongly recommends, reconciling the provisions for officer duties and responsibilities in the field of training as provided for in the Field Training Program Manual for Police Recruits.
