Terrorism is one of the emerging threats worldwide and based on the international terrorism index and regional terrorism index of 2018, Philippines ranked number 9 and number 7 respectively. With the Philippine standing on the terrorism index, different Presidents had used different programs and approaches in order to solve the problem. And today, during the Duterte administration, the President has directed to have a nationwide approach to End the Local Communist Armed Conflict in order to lessen, if not eradicate, insurgent and terroristic activities, hence the creation of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC). The Philippine National Police (PNP), as member of NTF-ELCAC, has implemented different programs to address terrorism and criminality, and one of the most notable programs undertaken by the PNP is the “Kabataan Kontra Droga at Terrorismo” (KKDAT), which was designed specifically for the youth in order for them to become active partners of the Government in nation-building. This aims to empower the youth through Awareness, Organization and Mobilization. With the immediate implementation of the project, several factors were not taken into consideration, hence there are hindrances encountered which needs to be addressed in order to ensure the success of the PNP KKDAT Program. This recommended action plan is geared towards implementing changes in the strategies in each of the 3-phases of the program in order to address various problems identified towards a more responsive counter-terrorism program for the youth for them to become active partners of the government in nation building.
