THE ROLES OF LOCAL GOVERNMENT IN JAIL MANAGEMENT: A POLITICAL ANALYSIS

Abstract
This study was undertaken in order to collect, monitor, and analyze the various perspectives of several personnel from Toledo City Jail and Toledo City Local Government Unit, and the Persons Deprived of Liberty (PDLs) about the perceived roles of the local government and the assistance that it extends to the city's Jail Bureau. The respondents' perceptions were channeled into in the maintenance and improvement of jails and detention; Institution of a sound jail management program; and appropriation of funds for the subsistence of detainees and convicted prisoners; the Toledo City LGU and the Toledo City Jail perceived it as excellent, while the PDLs perceived it as very good. There was no significant difference observed between the respondents' assessments regarding the level of assistance extended by the local government relative to the role of LGU. There was a significant difference, meanwhile observed on the level of assistance extended in terms of Sound Jail Management Programs, and there was no significant difference on the extent of assistance given by the LGU to the City Jail, but the Toledo City Jail personnel perceived that there is a significant difference in the assessment of the three groups on the extent of assistance provided by LGU on the appropriation of funds for the subsistence of detainees and convicted prisoners.
