Abstract
President Rodrigo Roa Duterte issued Executive Order (EO) No. 70 which forms the National Task Forse to End Local Communist Armed Conflict and directive the adoption of a National Peace Framework with the mandate of providing an efficient mechanism structure for the implementation of “Whole-of-Nation Approach”. This study was conducted to determine the perception of the respondents in the implementation of EO No. 70 in terms of effectivity, partnership and sustainability and the challenges encountered during the implementation of the program using mixed method approach by purposive sampling to selected residents in the province of Camarines Sur.
The implementation of the program is perceived to be agreeable on the part of the community and stakeholders although the LGU and the PNP have higher perceptions. PNP and LGU perceptions reflect their commitment and effort in the implementation of EO 70 while respondent from the community shows some reservation on the effectiveness of the program.
In the light of the findings of the study, the following recommendations were made: Help the government reform through good governance to improve commitment and motivation governance to improve commitment and motivation and increase the legitimacy of the implementation of the program to the community. Conduct awareness activity to both internal and external audience on insurgency. Realignment of Security Forces and observance re: Deployment to CTG Center of Gravity. Creation and establishment of Operation Center for PTF-ELCAC for monitoring and evaluation in the implementation of the program to strengthen community partnership.
