This study has been anchored on the Executive Order No. 70 issued by President Rodrigo Duterte las December 4, 2018 which expressed on institutionalizing the Whole-Nation Approach as a government policy for the attainment don inclusive and sustainable peace, thereby, creating a National Task Force (NTF) to End Local Communist Armed Conflict (ELCAC).

This study aimed to evaluate its extent in the implementation of the Executive Order No. 70 in the Province of Western Samar, with the end-view of coming-up conclusions, recommendations and action plan as well. This too, help improve the present condition to eradicate the communist armed conflict.

This research specifically sought to answer the following questions:

1. What is the extent of implementation of the Executive Order No. 70 in terms of:
1.1 Community Support
1.2 Interagency Coordination
1.3d Fund Support
2. What are the challenges in the implementation of the Executive Order No. 70 to the above-mentioned variables?

3. what action plan can be prepared based on the findings of the study?
To depict the significant of the study, is to know and to understand the said context of insurgency aimed in ending the costs of community armed conflict damage from inappropriate armed struggle. This study was conducted in the Province of Western Samar having two (2) cities and twenty-three (23) municipalities. It was limited to awareness of the stake-holders and program implementers in terms of community support, inter-agency coordination and fund support.
