Abstract
This policy research study was conceptualized to assess the PNP Basic Internal Security Operations Course (BISOC). There were 64 total respondents comprising of personnel from Mountain Province Provincial Mobile Force Company (PMFC) that answered the questionnaire to assess SOP 1 and 5 field commanders as participants who answered the combination of quantitative and qualitative approaches.
This study was conducted to determine the gaps and issues in the current ISO training program to comply with Executive order no. 70 and the improvement/changes that can be undertaken to enhance the PNP ISO training program to comply with the provisions of EO no. 70
After treatment of the gathered data, it showed that the respondents felt that there were gaps in the training as manifested in their responses. However, despite these gaps, field for effective counter-insurgency operations.
With the foregoing finding and conclusions, the following are recommended: a) the Basic Internal Security Operations Course may be strengthened by DHRDD to improve the existing program of instruction (POI) focusing on ares of concern that maybe identified by field commanders. This could be done through the adoption of the proposed policy drafted by the researcher as an offshoot of the study based on research findings. This policy will be very useful in ensuring the delivery of appropriate training to BISOC trainees. The policy aims to address the issued faced ny individual policeman once they are deployed for counter-insurgency operation purposes. The basic premise of the policy is that since insurgents come from which a person joins the insurgents and from there, the individual trainee can now conceptualize his approach in preventing people from joining the insurgents and combatting training actual insurgency problem; b) the Regional Service Training Units (RSTU) in charge of training may partner with other educational institutions like public and private universities to share resources such as classroom and professionally skilled personnel to include psychologist or psychiatrist to deliver topics which could help in delivering a whole person approach type Agreement to ensure the sustainability of the partnership; c) the PNP as a whole sgould include monitoring enemy movements in ares of concern. Anent to this, The RSTU may incorporate capability and maneuverability of the mobile forces in pursuing and intercepting enemy and customize it into consideration the terrain of the area, the culture, customs and tradition of the local population and the existing ideology prevalent in the area of operation; and e) to allow the abocementioned recommendations into fruition, the PNP Finance Service may allocate substantial funding drawn from the budget of the regional office concerned. An increase every year may be necessary to ensure that more trainee completes the training in every calendar year.
