Abstract
Set against the backdrop of the current global health crisis of the Coronavirus disease (COVID 19) that deter face-to-face interactions and in navigating the ways onwards, the current ways of policing reinforce the necessity of the use of online reporting as a new demand for police blotters, crime solution, and database management. For the PNP, the ICT Master Plan for S.M.A.R.T. Policing issued on November 2020 in the PNP envisions in its main objective an organization that shall be “digitally transformed with and integrated, secured, and reliable ICT systems and infrastructures that supports an effective and credible police service”. In 2030, the PNP hopes to attain full digitization of this aspect of operations and policing in the organization. The current research is anchored on Fishbein and Ajzen’s (1975) Theory of Reasoned Action (TRA), Theory of Planned Behavior (TPB) of Madden, Ellen, And Ajzen (1992), and further nuanced by Fishbein and Aizen (as cited in Hagger, 2019) into the Reasoned Action Approach. This research sought to explore the community acceptance of the online police blotter in Davo Region among the residents of the community in terms of: usefulness, ease of use, attitude, result demonstrability; and intention to use; and 2) What action plan can be drawn for the success of online police blotter, aged 18 and above, and coming from the different areas of responsibility (AORs) in Davao Region. The study revealed that in terms of the constructs for community acceptance of the online police blotter, the respondents accepted the statements and indicators corresponding to usefulness, ease of use, attitude, result demonstrability; and intention to use. All the respondents accepted the statements that the online blotter system facilitates efficient and effortless airing of complaints. The found the online blotter system as easy to use as it is clear, understandable, requires less mental stress, easy to use, and manageable compared to the tradional method of case reporting. In Fishbein and Aizen (as cited in Hagger 2019) In Fishbein and Aizen (as cited in Hagger 2019),behavior is determined by behavioral intention and that behavioral beliefs lead to attitude. In this case, the respondents attach positive attitudes to the technology since it is able to facilitate easy reporting of information to the PNP sans the challenges of face to face interactions and the threat pf the pandemic. In terms of results demonstrability, all of them accept the concept that online police blotter system os apparent, beneficial, and could generate better results. All of them also perceived that their reason for availing or using the police online blotter is to make known their clamor. It also enhances the reporting system among the respondents, thus involving the residents and the community in online reporting shall strengthen proactive policing. Given the perception of the respondents on the constructs for community acceptance of the police blotter, an action plan was drawn up on the use of online police blotter for the PNP. Furthermore, online police blotter bears a wide range of implications for practice in the tactical, operational, strategic and managerial aspects of the PNP.
