Abstract
The study entitled “Illegal Proliferation of law Enforcement Uniform and Other Accoutrements: A Public Safety Concern” delved into the procurement, distribution and sale of police uniform, insignias and other articles to help prevent the illegal use of police representational materials that poses a risk to peace and order and public safety. Using quantitative research methodology, the study conducted documentary analysis, key informant interview and a focus group discussion to generate the needed data. The study relied on the supply chain frameworks development by D. du toit and P.J Vlok (2014), who posited that supply chain management is composed of six main components, namely organizational strategy and SC support functional, performance measurement and continuous improvement, and SCM enablers.

The study found that there are ,major gaps across all variables in the procurement, distribution and sale of police uniform and other accoutrements. These gaps can be attributed to the limitation and outdated provision of LOI 2005” Tamang Bihis”. Because of the numerous gaps in the procurement, distribution and sale of police uniforms and other accoutrements, the PNP leadership needs to revise the LOI 2005 “Tamang Bihis”. Such an action is necessary in order to develop a policy intervention to close all these gaps and prevent the proliferation of illegal use of these police representational material. Finally, the PNP leadership should implement an integrated action by reinstating the PNP Service Store System to enhance the supply chain management of police uniform in all level.

The study concludes by proposing an action plan that the PNP can adopt to revise and update LOI 2005 “Tamang Bihis” and strengthen and enhance the supply chain management or the procurement, distribution and sale of police uniform and other accoutrements towards the ultimate goal of putting an end to the profanation of illegal use of these representation materials.
