Abstract
The study aimed to evaluate the law enforcement performance of the PNP Aviation Security Group in Ninoy Aquino International Airport Terminal 3. Participants include personnel from Philippine National Police Aviation Security Group (PNP AVSEGROUP), Office for Transportation Security (OTS), private security agencies (PSAs) assigned in the airport, airline companies, and concessionaires. Quantitative and qualitative research methods were utilized to gather relevant data on the topic. Results revealed that the limited access control given to PNP AVSEGROUP affects their law enforcement performance. Moreover, overlapping of functions is seen as a critical issue in the enforcement and investigation of violations because of the presence of various units/authorities/offices involved in the security and safety in NAIA. Recommended solutions include clear delineation of duties, reactivation of the Airport Security Center (ASC) with the AVSEU Chief/AVSEGROUP Director as Vice Chairman, negotiation/review of the access prohibitions for PNP AVSEGROUP personnel, and multi-agency approach in terms of enforcement and investigation.
