Abstract
The Philippine has a high susceptibility to natural disaster such as earthquake, fire, landslide, typhoons, and volcanic eruptions due to the country’s geographic position in Southeast Asia. Over the past few years, an increase in the reports of natural disaster occurring in the Philippine has been observed. These natural disaster resulted in serious economics and social impact in the province of Eastern Samar. Hence, this study assessed the capability of the Eastern Samar Philippine National Police in implementing a disaster risk reduction training program in the province of Eastern Samar in response.
The assessments were based on the capability of the PNP personnel of Eastern Samar Police Office on Disaster Risk Reduction Management. In this study, a descriptive survey method was used to facilitate the investigation of social phenomena by gathering the opinion, observation, and perception of the respondents through the use of survey questionnaires. The respondents were the Eastern Samar Police Provincial Office personnel, volunteers and local Government Officials. The data gathered were interpreted and evaluated using the 5 Point Likert Scale method as the criteria set and which served as the basis for interpretation of the boundary of options. Furthermore, the overall weighted means was computed. For the result, the police personnel believed they are moderately capable in implementing the Disaster Risk Reduction and Management program in eastern Samar (OWM=3.35); the LGOs are somehow not that confident that the Eastern Samar PPO is moderately capable programs implementing the program (OEM =3.01); and the assessment of the volunteers (OWN=2.87) is indicative of the Eastern Samar PPO as a moderately capable program implementer
