EVALUATING OF MY BROTHER’S KEEPER PROGRAM TOWARDS ENHANCEMENT OF THE PNP INTERNAL CLEANSING PROGRAM USING THE KIRKPATRICK’S MODEL

Abstract
The Philippine National Police (PNP) is the law enforcement agency responsible for maintaining peace and order and ensuring public safety in the Philippines. The PNP found itself in a disheartening position as it was ranked as the most corrupt institution in the Philippines. In line with this, the PNP has initiated the “My Brother’s kepper Program (MBK) “as part of its internal cleansing efforts. The primary goal of this program is to proactively address issues of police misconduct and to identify and rectify non-compliant PNP personnel, especially those involved in unlawful activities, though a combination of corrective measure and appropriate punitive actions. In this study, the researcher evaluate the internal cleansing program of PNP known as, ‘My Brother’s Keeper (MBK) “program, particularly in line with Kirkpatrick’s Model criteria in terms of reaction, behavior, learning, and results. As this employed a mixed sequential explanatory design, the researcher utilized KII and FGD to gather pertinent data among key informants. This study found that the MBK program serves as an effective tool in providing opportunities for growth, fostering ethical behavior, stenghtening community relations, promoting peer support, and advancing professionalism among PNP personnel. By investing in the well-being and development of its personal, the PNP can enhance its effectiveness, credibility and public trust, leading to safer and more secure communities. Hence, MBK stakeholders posively view the implementation of the program as effective based on the criteria anchored to Kirkpatrick’s model, particularly in terms of reaction, learning, behavior, and result. Substantially, the researcher of this study also concluded that severals factors hampers the realization of MBK’s full potential. These factors representing the gaps in program implementation mainly comprise a lack of positive reinforcement and program sustainability poor scheduling, low participant engagement, lack of leardership engagement, and lack of potential collaborating engagements. In view of the gaps found in implementing the MBK program, the researchers of this strudy comprehensively suggest reinforcing an efficient monitoring and evaluation system, flexsible scheduling and alternative session approach, providing relevant training to coaches/mentors on creating a positivge and impactful learning environment, enchance leardership involment, and integrate MBK with existing programs.
