Abstract
This study assessed the program of instruction of Pre-Licensing Training Course of private security guards in the Philippines. The study employed the Descriptive Method. It was considered appropriate to the study due to its focus on the description of the current status. It is also applicable to the study since the primary purposes in employing this method is to describe the nature of a situation as it exists at the time of the study and to probe the causes of a particular phenomenon. The study consisted of 10 respondents.
Grounded on Descriptive Research Design, the main tool for data gathering was a researcher-made Key Informant Interview. Based on the findings of the study, the following conclusions were drawn: In terms of conduct, 1) The Implementation of the Pre-Licensing Training Course of the Private Security Guards of the Philippines is quite lenient for there are some cases that Security Guards (SGs) are not attending the said course; and 2) Some private training institutes are allowing,,non-appearance” in the training or ,,palakad system” in processing of SG license of LCSP
In terms of relevance, 1) The CSG and SOSIA had striven hard in order to come up with a POI that would standardize the training and education of the private security personnel that would strengthen and broaden the understanding of their job and effective delivery of the security services; and 2) Some training schools do not strictly observe the guidelines required regarding matters on training and curriculum.
These conclusions were the bases recommending the following: In terms of conduct, 1) the PNP SOSIA/RCSUs should monitor regularly the conduct of training conducted by PSTIs by performing spot inspections to avoid/deter the ,,non-appearance application by SG applicants. The PSTIs should not allow ,,non-appearance’ system. Violators will be given appropriate sanctions; and 2) Strict implementation of the law for the training of private security should be observed to upgrade the quality of training and services of the security industry.
Finally, in terms of relevance 1) Training schools should continuously update their training program and curriculum in accordance to what is relevant in our current situation; and 2) Security Guards are force multipliers of the PNP, thus, there is a need to conduct proper training and no shortcuts is the outmost importance for the professionalization of security industry.
