Abstract
The action research titled “COMPENTENCY-BASED INFROMATION AND COMMUNICATION AND TECHNOLOGY FOR THE PHILIPPINE NATIONAL POLICE”
to determine the necessary competencies that affect the overall implementation of ICT in the PNP. It sought answers to the following implementation of ICT personnel in the PNP in terms of: a) leadership and managing capabilities, b) technical function, and c) personal attribute; and 2) Relevance of a) leadership and management capabilities, b) technical functions, and c) personal attributes of ICT personnel.
This research, thus, aimed to determine how the competencies of ICT personnel enhanced and institutionalized in terms of leadership and management capabilities, technical skills, and personal attributes. The study determined the current realities and issue including competency of the organization through the two methods of research that reserve as basis for development of framework. The data gathered were processed, summarized, and analyzed
The main focus of this paper was to identify the perceive gap between assessment on competencies exhibited against relevance to position in terms of leadership and management capabilities, technical function and personal attributes. However, they may be further enhance by focusing on competencies that are of strategic value and learning towards stakeholder engagement.
Furthermore, the researchers recommend the development and formulation of relevant policies in accordance with a competency-based management of ICT personnel.
