Abstract
THE CASE
The Special Action Force is the elite unit of the Philippine National Police founded by Fidel V. Ramos, later the twelfth president of the Philippines. Its mission is to conduct operations as a Rapid Development Force anywhere in the country specifically in situations with national and international implications in the areas of counterterrorism, counterinsurgency, hostage rescue, search and rescue, civil disturbance management, and other special operations. Guided by its missions, SAF commits to:
• Provide quality and effective tactical support for counterterrorism, counterinsurgency, hostage-rescue and other special police operation.
• Provide responsive support during national crisis, emergencies and calamities;
• Provide quality and responsive training to other PNP unit;
• Develop God-centered, service oriented, family base, mentally healthy and physically fit SAF personnel;
• Adhere to all laws and policies in carrying-out a mission;
• Continuously improve its system and procedures to ensure responsive services and enhances level of performance.
SAF Quality Policy shows the importance of tactical skills of every personnel aside from being knowledgeable of the nature of what its functions are. It is not the belittle the capabilities of female police officers but almost all of the task of SAF need brute strength of men because in carrying out Special Operation there is a need to carrying heavy equipment from heavy protective gears with bullet proof vest and ballistic helmet to long and high powered armaments to include several kilos of breeching tools as well as heavy back packs loaded with dry rations to meet the requires equipment prior and during conduct of special operations. Female needs to keep themselves clean and if they will be joining Counter Insurgency Operations and operate un the mountains and jungle they will not be able to take a bath and clean themselves for several days or weeks which may endanger their health and that is one of the reasons why it is a practice in SAF that females are excluded from Counter Insurgency Operations.
Currently, Special Action Force Commando Course is a six (6) months to one (1) year course for all SAF organic personnel thus requiring all SAF recruits, male and female to undergo said course or any equivalent course such as Scout Ranger Course, Special Forces Operations Course or Force Reconnaissance Course of the Philippine Army. Said Jungle Warfare trainings will serve as their foundation course to earn privilege of wearing the Black Beret and for them to be called a true blooded SAF Trooper. Said trainings are all jungle warfare courses where SAF personnel are taught to conduct operation and survive in the jungle for several days or weeks. Being said, SAF female commandos although they have the knowledge and skills acquires in trainings they can’t keep up with the physical strength of men while conducting operations, thus they are no longer included in the counter insurgency operations and most often designated and assigned in administrative offices or positions.
Before sending female police officers to undergo SAF Mandatory Course there should be a study of whether or not it will be not worth it for the unit to send them to undergo said training although they will not be assigned or task to conduct jungle operations and they cannot use or apply skills they will acquire from the training. There should be a study of what training will be suitable for SAF female police officers that will fit for their future tasks and designations. This study will show the positive and negative effect of SAF female police officers joining Special Action Force (SAF) Commando Course as foundation course for all SAF personnel (male and female) as well as its effect to the unit’s mission. Female Police Officers after finishing said mandatory course are mostly assigned in administrative positions in SAF headquarters and line units which the training acquired has nothing to do with their work.
During the recruitment on February 2019, Former PNP SAF DIRECTOR CHIEF Superintendent Amando Empiso swore in 112 men and 172 women, set to be commandos to be trained against high-profile crimes and terrorism. According to SAF data, the 172 women recruits surpassed threefold the SAF’s prior record of recruiting 52 women in 2014.
“All recruits will undergo that SAF Commando, this includes female applicants and even graduates of the Philippine National Police Academy (PNPA),” said Former CPNP Albayalde. Incoming female police will not be spared from the rigorous commando training as the Former chief of the Philippine National Police (PNP) declared that it will now be a mandatory requirement for all incoming policemen. Former CPNP Albayalde made the statements after the PNP is again opening its door for at least 10,000 policemen both to replace those retiring and were kicked out of the service and serve as additional manpower for law enforcement. But somehow because of some reasons and inability to accommodate the 10,000 new recruits, the order was only applied to the Special Action Force where SAF Commando course is a requirement to earn the privilege to wear Black Beret.
As of now, Special Action Force have a total number of 48 PCO’s and 542 PNCO’s in total female personnel nationwide. It is a total 9% of the total strength of the Special Action Force. To break it down, there are 15 PCO and 73 PNCO in SAF headquarters, 23 PCO and 241 PNCO assigned in SAB, 1 PCO and 26 PNCO in rapid deployment battalion, 6 PCO and 25 PNCO in force support battalion, 3 PCO and 25 PNCO in light armor battalion, 3 PCO and 60 PNCO in SAFTB, and 117 PNCO undergoing SAFCC but luckily no female were assigned in Light armor battalion. Currently SAF only 2 female officers are holding supervisory position, 1 Company commander and 1 in SAF Band. All the female police personnel are all assigned doing the administrative work on offices and headquarters.
