Abstract
CASE STUDY
I. INTRODUCTION
The communist insurgency has long been a perennial problem in the country. The decades old insurgency has taken its toll on its development and has pulling this country down ever since. It has put many places in the country in poverty, hinders its development, displaced families, and prevented children to get education. Above all, it claimed thousands of lives ever since it started in the 1960s. Soldiers, communists and non-combatants alike were all victims, all of which are Filipinos. With this, the current administration led by President Rodrigo R. Duterte is typing to finally put an end to the communists insurgency in the country. With the creation of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) and with whole of the government approach strategy the administration has gained the momentum and is on the right track of ending the communist insurgency in the country. The Philippine National Police as part of the government’s security sector is also involved and is no less play an important role in the government’s counter-insurgency efforts.
But this momentum on the war against insurgency was briefly affected on the onset of the COVID-19 pandemic in the country. The government was quick to implement health protocol measures across the country the country in an effort to contain the virus and in order to enforce it, it needed the full force and the consolidated efforts of all its government agencies, this to include the Philippine National Police, in an effort to prevent or minimize further lost of lives in the country caused by the COVID-19 pandemic
