Abstract
THE CASE

Criminal acts make many individuals feel uncomfortable and worried for their life in this age of globalization. Everywhere there is crime every day, whether it takes the shape of gambling, narcotics, petty theft, or thuggery. Criminal activities include any human deed that contravenes standards and laws, as well as any deed that agitates a large number of people.

In the Philippines, the PNP is employing Police Presence as a major crime deterrent to reduce, if not eliminate, the opportunity to commit a crime. Police presence is defined as the physical deployment of police officers, patrol vehicles, and other police equipment, which could amplify visibility and eventually deliver that much-needed, reassuring police attendance and response in some tragic regions. Deploying this mix of patrol operations portfolio creates a genuine and collective perception of police omnipresence, thus projecting a 24-hour police presence (PNP Managing Patrol Operations, 2015). Police presence is done through the deployment of various activities such as area patrol, las enforcement, community engagement, and other related policing activities to prevent and responds to situations that warrant police assistance or intervention (Klecak, 2014; De Leon, 2015)

In Cebu, the Municipality of Cordova is a quiet fishermen’s town off the coast of mainland Cebu. Although it is considered a third-class municipality, it is significant to note that it is adjacent to the highly urbanized city of Lapu-Lapu. Its total land area is quite small (17.15 square kilometers); however, it has a population density of 3,482 (source: 2015 census), which can be considered high.

The recorded crime rate in Cordova in terms of Theft and Robbery is immensely high. The recorded case of theft was fifty-seven in total, while seven cases of robbery for the past six months of 2019 (April 22, 2019, to October 21, 2019). I9n the annual case, the entire case of theft was 132, while the entire case of robbery was 21. This was the documented rate before the implementation of the IMPACT project

The roads and streets in Cordova are considerably small, which will make it difficult for regular police vehicles or mobiles to maneuver and will provide additional challenges in patrolling and responding to calls for police intervention.

To address this challenge, the Cordova Municipal Police Station created the Intensified Motorcycle Patrolling Against Criminality and Transgression (IMPACT). It is a much more aggressive method or patrolling using regular-sized motorcycles, especially during nighttime, which will target thieves, robbers, illegal drug peddlers, and all other form of criminality and serve as dissuasion to possible criminals for them to think twice before committing any violation of the law. The partnership will also be reinforced and maintained with BPATS, barangay tanods, other force multipliers, and the community in general to encourage a multi-sectorial approach.

Further, the concept of operation of IMPACT was initiated by Cordova Municipal Police Station and Local Government Unit. This project was successfully implemented through aggressive motorcycle patrolling of at least 2-4 motorcycles manned by uniformed personnel, particularly during nighttime in different places with the AOR, incidents occurred; motorcycle patrollers will have stops on barangay halls and have short talks with duty barangay tanods regarding the situation of their barangay and address any issue within their concern, further damage or jeopardy caused by crime incidents and possibly arrest the perpetrators/s; and daily, weekly and monthly monitoring and assessment of the activities.

The implementation of project IMPACT follows the essential instruction and protocols such as respect for human rights must strictly adhered to at all times; All personnel must strictly adhere to Police Operational Procedure: All personnel must enforce the law without fear or favor; Transparency in all dealings is encouraged except those activities which might affect the solution of crimes and national security; and, Coordination with the other peace and order stakeholders are highly encouraged.

During the patrol, the law enforcers interacted with the residents. They made sure that laws and ordinances were being followed. The main focus was to increase police presence in areas with dark and narrow streets.

Oplan Bakal was also conducted in entertainment places to and robbery has been reduced. The total recorded cases of theft in Cordova were 22 for the past six months of 2020, covering the months of October 22,2019, to April 22, 2020. At the same time, the recorded case of robbery was four of 2020, covering the months of October 22,2019, to April 22, 2020. From October 22, 2019, to October 21, 2020, the total case of theft was 36, with 32 cleared and 32 solved. While robbery has a total number of five, with four cleared and solved.

With the help of LGU, other governmental organizations, and the general public, the Cordova MPS hopes that they could sustain this project to make a safer place to live, work and do business.

The Cordova Municipal Police once again reminds the people to refrain from violating national laws and municipal ordinances, especially in discipline zones. The police vigilantly patrolled Cordova to prevent more involved and responsible regarding the whereabouts of thir under-aged children.

Therefore, the key purpose of this research is to assess the Intensified Motorcycle Patrolling Against Criminality and Transgression (IMPACT).
