EXPLORING THE LIVED EXPERIENCE OF PHILIPPINE NATIONAL POLICE WITH ANTI-CYBERCRIME OPERATIONS CHALLENGES: A BASIS FOR ACTION PLAN

Abstract
The study aims to understand the lived experience of the Philippine National Police (PNP) personnel who are confronted wit challenges in anti-cybercrime operations. The secondary purpose of the study is to develop an action plan that can provide holistic benefits to PNP personnel amidst the continuing and alarming increase of cases utilizing information and communications technology. The Qualitative Research Design with a transcendental phenomenological approach was utilized. The study was limited only to ten (10) NSU-Camp Crame participants who were chosen purposively. The line of questions was focused on their experiences n handling Anti-Cybercrime Operations challenges.

In the phenomenological study of the lived experiences of the 10 participants, seven (7) themes emerged: Emotional and Professional Challenges in Anti-Cybercrime Work; Legal and Regulatory Hurdles; Global Nature of Cybercrime; Technological Inadequacies; Human Element and Well-Being; Perception and Image of Anti-Cybercrime Group; and Comprehensive Solution, Collaboration, and Organizational Improvements.

Several recommendations were made in light of the study’s findings. To begin, a comprehensive Continuous Training Program for Personnel Well-Being and Skill Enhancement within the PNP Anti-Cybercrime Group (ACG) is strongly recommended to address emotional and professional challenges while ensuring that investigators remain proficient in cybercrime investigation methods. Second, implementing an Employee Assistance Program and Peer Support Networks can help employees cope with their emotions and foster a supportive work environment. Third, collaborating with schools to incorporate cybersecurity modules into the curriculum can increase awareness of cyber risks and the role of law enforcement in preventing and fighting them. Fourth, establishing a Community Cybersecurity Awareness Program can help the public understand the preventive measures for cyber threats. Finally, encouraging future research in Innovative Cybercrime Investigation Technologies and Strategies can help advance the field and keep law enforcement effective in combating evolving threats.
