AN EVALUATION OF THE PERFORMANCE CAPABILITY OF THE PHILIPPINE NATIONAL POLICE ANTI-KIDNAPPING GROUP LUZON FIELD UNIT IN ADDRESSING KIDNAPPING INCIDENTS IN THE NATIONAL CAPITAL REGION

Abstract
ABSTRACT
On January 9, 2012 the PNP created the Anti-Kidnapping Group (AKG) replacing the Police Anti-Crime Emergency Response (PACER). It became the primary unit of the PNP in handling kidnapping incidents and hostage negotiations nationwide.
Data from the PNP revealed that nationwide a total of 187 kidnapping cases were recorded from 2019 to 2022. A total of 145 or 77.54% of the kidnapping incidents transpired in NCR. Significantly, 40 or 24.60% of the kidnapping incident in the country were Philippine Offshore Gaming Operations (POGOs) related cases that mostly transpired in NCR. In the past three years there was a gradual uptick of such kidnapping incident making it a second highest type of kidnapping being conducted in the Philippines.
The number of case solved/cleared, of the 140 KFR cases in NCR only 91 were soleved/cleared while there where 35% or 49 that were not. Relative to POGO, in 2020 of the 11 POGO related kidnapping only 6 were cleared/solved while the remaining five were not.
The Philippine Chinese Chamber of Commerce and industry Inc. (PCCCII) sounded the alarm on new spate of kidnapping incident in metro Manila and other areas in Luzon. The Global kidnap Bulletin published in March 2023 stating that there has been an alarming rise in kidnapping in the Philippines over 2022.
It is sufficed to say that there is a need to evaluate the operation ability of the Group Relative to this type incident and modus.
Based from the combine result of the survey and the Focus Group Discussion (FGD) it is clear that the manpower, logistic, and policies and structure are affecting the both the external and internal operation, management and engagements of the Group. All identified variables: Manpower. Logistic, and Policies and structure are hampering the performance of the PNP AKG Luzon field unit on its anti-kidnapping efforts in Metro Manila.
To address the issue, the Action Plan “Synergy” is recommended. This plan intends to help the PNP institution’s effort in addressing and solving kidnapping incident in the National Capital Region in response to the frequency of kidnapping incidents in NCR involving mostly foreign national. Among the strategies addressing the issue are: immediate implementation of the required actual staffing pattern for PNP_AKG Luzon Field Unit, to immediately account and reviews their logistics and budget allocation and amend said allocation on correlational with the covered area and frequency of kidnapping incident in NCR, and restricting by creating in PNP AKG NCR Field Unit which will be different from the PNP AKG Luzon Field Unit.
