FOOD SERVICE OR PERSONS DEPRIVED OF LIBERTY IN SELECTED BJMP JAILS: INPUTS IN THE DEVELOPMENT OF MESS MANAGEMENT SYSTEM

Abstract
When a person is incarcerated the average sentence is three (3) years or more. This is more that 3,00 meals h=behind bars (except for people serving longer sentences), with the uncertainty of food nutrients and the conditions under which it is served. The impact is either immediate or long-term which create a disordered eating and other effects of insufficient diets that the incarcerated experience while serving time in jail or prison.

Cleary, food is a vital issue and the root cause of many problems and frustrations in Philippine jails. The quantity and quality of food, including its preparation, schedules, and menus, are important factors in the management controls in the delivery of food supplies to Persons Deprived of Liberty. Further, the propose mess management system in this study will enhance the food service management by applying practices on food safety, supervision and technical management, and standardization required in the food flow.

This study utilized the descriptive method research employing bot qualitative and quantitative approaches through a mixed method.

The researchers concluded that the policies on food services are strictly implemented and including the requirements of food safety in the delivery of services for PDL in the jail; however, most PDL were not familiar with the implementation of policies with regard to the food services. Food preparation is really poor in the jail setting. Foods served to Persons Deprived of Liberty were not nutritious, they have no preference of choice, and not quality at all. The different themes emerged from the shared testimonies of the participants have displayed the necessity of the Jail Bureau to have standard and uniform implementation of Mess System in the Jail.

Therefore, the BJMP there should be information dissemination and printing of brochures to inform those who are directly affected by policies on food services in jail. Wardens and/ o jail Administrators are directly responsible in its implementation and they can be penalized for corruption or fraud in the food service to PDL. The food preparation should be standardized and uniform among BJMP jails. It should be based on the four components of ideal food services to the PD, namely: Mess Organizing; Mess leading; and, Mess Controlling. Include also in the proposal the increase of PSA in the next budget cycle. And lastly, the BJMP should take the initiative to develop the Mess Management System for the entire organization to adopt, appreciate, and implement effectively and efficient in their respective Areas of responsibilities.
