Abstract
ABSTRACT

The Bureau of Fire Protection (BFP) is an agency under the Department of the
Interior and Local Government (DILG) which is primarily mandated for the prevention
and suppression of destructive fires, enforcing of the Fire Code of the Philippines and
other related laws, and responding to man-made and natural disasters and other
emergencies.
This study presents the Elaborated Core-Task Analysis Framework which
describes and relates the interplay of collaboration, skill, and knowledge of BFP
Pangasinan Commissioned Officers in order to address the complexity, dynamism, and
uncertainty they encounter in the implementation of the Incident Command System
(ICS) vis-à-vis disaster management. Methodological assessments present in this study
include data generation tools using first-person, second-person, and third-person
inquiry/practice.
This research was validated through related literature reviews and action
research methods. Per se, the results yielded to a participative discussion and
agreement of a proposed ICS training design which is innovative and suitable for the
bureau as one among the frontline agencies in fire and disaster management.
All told, the findings of the study also suggest a re-evaluation and continuous
update of the scope and design for inclusivity and continuity of the implementation of
ICS as a standardized, on-scene, all-hazards approach to incident management.
