Grassfire prevention, institutional capacity, community participation, General Santos City 

Grassfire prevention is crucial in protecting people's lives and properties, especially in General Santos City, which has one of the highest incidents in the Philippines. This study utilized qualitative research design employing key informant interviews and focus group discussions and found that community participation is lacking, and the Bureau of Fire Protection lacks the legal mandates to support its programs. The study also found that grassfire-prone communities are not fully reached, and legal agreements are challenging to arrange. Government agencies and sectors want to intensify grassfire prevention programs and convert grassy lands into forests. Furthermore, the study recommends prioritizing General Santos City grassfire prevention policies and ordinances.
