INTEGRATING MEDICAL INSURANCE COVERAGE IN THE PHILIPPINE NATIONAL POLICE (PNP) HEALTHCARE PROGRAM

Abstract
The Philippine National Police (PNP) plays a crucial role in enforcing the law, preventing and controlling crimes, maintaining peace and order, and ensuring public safety, With that, police officers face unique health challenges due to the nature of their work. The PNP Health Service (HS) prioritizes personnel health and wellness through initiatives like the Enhanced Monitoring of Police Overall Wellness (EMPOW) program, Pulisteniks exercise programs, BMI monitoring, physical fitness tests, and annual physical examinations, focusing on preventing and managing lifestyle-related diseases. However, challenges remain in ensuring awareness and accessibility while fostering a culture of wellness in the PNP.
This study explores the integration of medical insurance coverage into the PNP healthcare system as a basis for a transformative and sustainable healthcare approach for uniformed personnel. The research employed a mixed-method design, incorporating quantitative survey data and qualitative insights from Key Informant Interviews (KIIs) with PNP leaders, healthcare administrators, and field officers. The study identified several challenges in the current system, including limited access to tertiary care, financial strain from out-of-pocket expenses, inadequate healthcare facilities in remote areas, insufficient mental and occupational health services, and lack of awareness and administrative inefficiencies in claims processing.
Based on these findings, the researchers proposed the PNP CARE Program – Comprehensive Access to Responsive Equitable Medical Insurance Coverage – which outlines a data-driven action plan across seven strategic components: Policy Enhancement, Network Expansion, Promotion of Awareness, Cost Management, Accessibility Improvement, Reinforcement through Monitoring and Evaluation, and Enhancement of Well-being Services. The study also presents a phased implementation strategy, key performance indicators, and a financial sustainability framework. The integration of medical insurance is envisioned to complement existing PNP healthcare benefits, increase healthcare utilization, reduce financial burden, and improve the overall well-being and operational efficiency of PNP personnel.
