AN EXPERIMENTAL STUDY ON FLOOD RISKS, MITIGATION STRATEGIES AND PREPAREDNESS AFFECTING PUBLIC SAFETY AND SECURITY OF THE MUNICIPALITY OF APALIT PAMPANGA

Abstract
This study unveils the situational analysis of the Municipality of Apalit, Pampanga, utilizing the BEST-LEAPS/HE framework to examine various dimensions of governance, environment, socio-cultural aspects, transportation, law and order, economy, public safety, politics, and scientific and technological developments. The findings provide a holistic view of the municipality’s strengths, challenges, and areas for improvement, with a particular focus on public safety and security.
Recently, Apalit faces persistent environmental issues, primarily waste management and flooding. Despite efforts to improve waste segregation and disposal through a 10-year plan and materials recovery facilities, severe flooding continues to affect the municipality due to its proximity to the Pampanga River, poor drainage infrastructure, and lack of comprehensive flood control measures.
The municipality has made strides in public safety, including the installation of Close Circuit Television (CCTV) cameras. However, the lack of a reinforced disaster risk prevention and management ordinance poses challenges. The Apalit Municipal Police Station and Fire Station play crucial roles in maintaining order, but emergency response services remain under-resourced.
The study identified environmental disasters, particularly flooding, as the most critical threat to public safety and security. The flooding issue is attributed to poor drainage, inadequate flood control systems, and ineffective waste management. These conditions exacerbate risks such as disease outbreaks, livelihood disruptions, and restricted mobility. Insufficient police manpower and emergency response resources further limit the municipality’s ability to mitigate these threats. The following were recommended based on the data analyzed in this study: First, PNP officers must provide opportunity for training and education on search and rescue- increase community engagement- opportunity for awareness campaigns, community education and awareness, organize simulation and drill, and facilitate early warning coordination. Second, strengthen community networks- opportunity for collaboration- resilient and adaptive community can be achieved with the intensive, comprehensive and integrative partnership of the PNP, LGU and community through resource mobilization and post-disaster recovery and rehabilitation. Third, Enhance Infrastructure and Systems- Modernization Opportunity-invest in an improved drainage system and flood control measures, particularly in residential areas and near the Pampanga River. Fourth, promote economic opportunities- livelihood development- The PNP may also help to introduce livelihood programs centered around disaster preparedness, such as training locals to build affordable disaster-resilient homes or producing emergency kits and develop micro-insurance schemes to help communities recover quickly from disaster-related losses. Fifth, build pioneering policies and models- policy innovation- presents opportunity for PNP personnel to create a model disaster preparedness framework in the municipality. Sixth, strengthen local leadership-leadership development- PNP should also train barangay leaders and council members in disaster management, enabling them to become champions of preparedness and change agents in the communities.
In conclusion, this study highlights the pressing need for coordinated efforts and partnership to be spearheaded by the PNP that is intensive, comprehensive and integrative to address environmental and public safety challenges in Apalit. Strengthening governance, improving infrastructure, and fostering community participation are essential to building a safer and more resilient municipality and turn threats into opportunities.
