This paper presents the baseline conditions and trends in Urdaneta City, Pangasinan. It establishes the context for assessing the condition of the City in terms of public safety and security for future decision-making and plans. It discussed the presentation and analysis of the Urdaneta City's Geographical Map, Community Map and, Public Safety Problems and Challenges.

According to the Tasmania Department of Health and Human Services (n.d.), community profiles are a useful way of developing an understanding of the people in a geographical area or a specific community interest.

The Local Area Public Safety-Security Study pointed significant demographic, economic and environmental characteristics of the City of Urdaneta, Pangasinan.
