Abstract
This study evaluates the effectiveness of the OPLAN LIMPYO initiative across Talisay City, Consolacion City, and Danao City in Cebu Province. This community-based anti-drug strategy aims to balance supply and demand reduction while fostering community engagement. The research adopts an exploratory-sequential mixed-method approach, beginning with qualitative insights from focus groups and interviews, followed by quantitative data collection through surveys. Key findings indicate that community support for law enforcement significantly correlates with perceived impacts of OPLAN LIMPYO, suggesting that strong community engagement enhances the initiative's effectiveness. Implementation areas such as relentless arrest, barangay visitations, drug rehabilitation, and drug clearing show varying levels of perception among respondents. Challenges include gaps in rehabilitation processes and the need for better follow-up support. Recommendations for improvement involve enhancing law enforcement training, increasing community engagement, and establishing integrated rehabilitation programs. Emphasizing a holistic approach that respects human rights while effectively addressing drug-related issues is crucial for sustaining the initiative's positive outcomes. This study not only fills a gap in literature regarding OPLAN LIMPYO's efficacy but also provides actionable insights for policymakers, local government units, and law enforcement agencies to foster safer and healthier communities in the region. By promoting a collaborative environment between the community and various stakeholders, the long-term success of OPLAN LIMPYO can be achieved
