Abstract
This study examines the implementation of conjugal rights visitations for female Persons Deprived of Liberty (PDLs) in BJMP Cebu Province. A descriptive analysis was conducted, revealing critical gaps and challenges in the existing system. Key findings indicate a substantial emphasis on the experiences of female PDLs, alongside insights from BJMP personnel, highlighting a gender imbalance that necessitates the development of tailored policies addressing the unique emotional and psychological needs of incarcerated women. Although the legal framework for conjugal visits is deemed satisfactory, significant issues persist, particularly concerning qualification requirements, facilities, and awareness of rights. The study concludes with a call for comprehensive reforms to improve communication, access, and facility conditions, ultimately advocating for the enhancement of well-being and rehabilitation outcomes for female PDLs. Recommendations include the implementation of gender-sensitive policies, targeted awareness campaigns, and significant upgrades to visitation infrastructure. The research emphasizes the importance of maintaining familial connections for female PDLs and the urgent need for reforms to promote their rights and support systems, enabling successful reintegration into society.
