Abstract
This research assessed the conduct of Complete Background Investigation (CBI) by the local police stations in Region 1. This study utilized the descriptive qualitative research method through interview conducted with Key personnel who are directly involved in the conduct of the Complete Background Investigation of the Police Officer 1 applicants coming from the Police Regional Office 1, Intelligence Branches, Police Provincial Offices, PNP personnel from Malasiqui and Lingayen plus the Cities of Urdaneta, Dagupan, and San Carlos were included as respondents. Results revealed that CBI is conducted by local police stations only after the list of applicants are given to their respective offices. The 30-day timeline to finish the Complete Background Investigation is not usually met. The Regional, Provincial, and Local police stations have no access to the Directorate for Intelligence Database. There are no initial records checks being conducted by higher headquarters in Region 1. The 10 working days to conduct CBI is not enough to be finished as they use various approaches to ascertain reputation of a certain applicant. PNP applicants identified to be members of dubious organizations, uses drugs and intoxicating drinks are automatically disqualified for recruitment. "No Contact Policy" during verification and checking of personal data and pertinent information on PNP applicants is sometimes difficult to observe because of some particular data in the Complete Background Investigation form. Police Regional Office 1 is very strict in its rule of the "No Complete Background Investigation, No Take Oath" policy. Main issue affecting the conduct of the Complete Background Investigation is the difficulty of verifying with schools relative to the academic records of the PNP applicants. Political interventions in the conduct of Complete Background Investigation are not encountered in the local police stations but there were instances of political endorsements happening in Provincial Police Office and in the Regional Police Office.
