The purpose of this research is to explore the use mobile application technology in improving police response time and crime reporting by civilians. Specifically, this research explores the possibility of implementing the mobile application technology in the Tagaytay City Police Station. Key Informant Interviews, Focus Group Discussions, and Document Analysis and System Evaluation were conducted to assess their capability in terms of communication, training and educational background of the personnel, their mobility and firearms. Inputs gathered from the respondents were analyzed and used as basis for determining their capability for further enhancement. The following were the salient findings of this study: 1. Tagaytay City Police Station has the capability in terms of the communication, personnel, mobility and firearms which are necessary components in providing police assistance services; 2. There is a significant delay in crime reporting and requesting for police assistance due to difficulty in finding out the police hotline numbers of the police station which greatly contributed in the overall delay in police response; 3. There are only 20% among the police personnel have undergone the First Responders Course which is a mandatory course as police responders to ensure the delivery of a quality police assistance services; 4. The police station's police to population ratio is 1 policeman to every 1,382 residents which are way below the universally accepted standard police to population ratio of 1:500; and 4. They are well equipped in terms of mobility and firearms however they still need an additional mobility asset for quicker response during heavy traffic and additional high-powered firearms to boost their capability in addressing possible security threats.

Based on the inputs collected from the respondents, it can be deduced that Tagaytay City Police Station is capable in rendering police assistance services to the public. However, when it comes to the communication capability, accessibility is wanting which is necessary for timely reporting of incidents and timely police response.

Other issues on personnel competencies, mobility and firearms capabilities that have been identified are considered not urgent as these can be address upon the availability of resources. On the bases of the preceding findings and conclusions, the researchers highly recommended to introduce the mobile app technology as innovation to the existing traditional means of communication channel because of its capability to provide convenience and accessibility wherever and whenever you need it.

This technology will help address the difficulty in accessing the police hotlines paving the way to a timely reporting of incidents, requesting for police assistance and timely police response. The concept of innovation must be endorsed to the City Council of Tagaytay City for the issuance of resolution adopting the concept to be able to generate fund support from the local government for the development of the said technology.

However, the existing channel of communication which is the telephone based will co-exist with the innovation to cater those users who still preferred to use the traditional means of communication.
