Abstract
This study was conducted in pursuit of integrating the different institutional disaster response management capacities of the various stakeholders in the City of San Fernando, La Union to attain a strengthened and sustained implementation of the Incident Command System (ICS) as implied in the City government's Executive Order (E.O. 12-2015, S.A.R.I.P.D.A.) towards the attainment of a secured and progressive community through an effective and efficient disaster risk reduction and management system.

The data and information used in this study were gathered through a process of triangulation from the document review of foreign and local literatures or reference materials, interview with 15 Key Informant and focus group discussion with 115 participants representing twenty-two groups/offices/units. The gathered data were further validated through the conduct of field evaluation and observation then subsequently processed utilizing the McKinsey's 7-S framework, PESTEL Analysis and SWOT analysis focusing on the status of ICS implementation, identified gaps and challenges and strategies that can be used to strengthen and sustain the implementation of ICS in the City of San Fernando, La Union.

The researchers' findings revealed that the E.O. 12-2015 which banners the use of ICS in DRRM in CSFLU was not properly cascaded; neither emphasized as a priority program of the LGU hence, this response management tool has not been embraced by the supposed ICS implementers and practitioners in the city. The gaps revealed the wanting commitment of the stakeholders in pursuing the use of ICS with indications of low level of awareness and interest and limited stakeholders’ engagement. Minimal engagement and communication as well as the absence of an IRR and operational manual further caused the gaps that hindered the propagation of ICS through the supposed full implementation of E.O. 12-2015 in CSFLU.

To address the gaps and challenges that were identified in this study, an Action Plan and Project were formulated focusing on several elements that would strengthen and subsequently institutionalize the use of ICS in CSFLU. Through this study, a strategy was developed in the form of an Action Plan and Project, a doable approach in strengthening and institutionalizing ICS as the standard management tool in dealing with emergencies, disaster response, carrying out planned events and in mitigating the effects of disaster.

The APP will strengthen and sustain the implementation of ICS among Local Government Units specifically the city which is the researcher’s humble contribution to its people and create ripples that will impact on the governance, security and development of the nation in general.
