Abstract
Terrorism remains a serious threat in the Philippines. The Philippine National Police remains steadfast in its commitment to protect the Filipino people amidst threat of terrorism. The Anti-Terrorism Council Resolution 0034 (2011) declared the PNP as the agency of primary responsibility in the implementation of policy and operational directives. In response to the resolution, the PNP came up with a strategy to defeat terrorism, known as the PNP Anti-Terrorism Defense Block System. This is the PNP’s strategic foundation of the PNP’s Program of Action against terrorism, utilizing synergy of partnerships involving people, police, local government leaders and all other concerned sectors. With this context, the proponents aimed to assess effectiveness of Anti-Terrorism Defense Block System (ADBS) in terms of target hardening in Quezon City. The Quezon City Police District falls short of the measures in addressing the problem on terrorism due to lack of funds, limited knowledge of personnel and absences of coordinated team work with the community. Sustainability of the QCPD will improve the PNP anti-terrorism campaign as a deterrence to terrorists to achieve their goal and objectives. Target hardening measures will be in place through collaborative coordination among the QCPD personnel, LGUs and NGOs. This will create a peaceful and orderly community through improve performance. The need for support and active participation of all local government units down to the barangay level, non-government organizations and private citizens, the Armed Forces of the Philippines and the Philippine National Police to perform all acts necessary to prevent and suppress all lawless violence engendered by the terrorist threat. This will promote changes and reform in the community towards a safe and peaceful environment. The action plan is geared towards addressing the various problems identified towards the enhancement of the PNP ADBS towards a more responsive and effective anti-terrorism program with the active participation of the community.
