The organizational structure of the proposed Homeland Security Department was considered in the crafting of the organizational competency framework for Homeland Security Professionals taking into consideration various sources of information. It is only through a viable determination of set of organizational competencies can the institutionalization of Homeland Security Academy be achieved.

Using the qualitative approach to research, the organizational competency framework for homeland security professionals was proposed. Utilizing contextual literature review, key informant interviews, focus group discussions, and conduct of surveys, the researcher was able to come up with the proposed framework through the various themes and categories produced in the study.

The thematic analysis of the date generated three thematic processes namely Directing, Sustaining, and Integrating and Harmonizing. Four major competency areas were generated namely Human Resource Development, Resource Management and Development, Standard Development, and Values and Integrity Development. Sub-competencies were also developed from each of the major organizational competencies.

The proposed framework was recommended to be utilized in the crafting of the curriculum, faculty development, and organizational structure of the Homeland Security Academy. Further, the integration of the functional and technical competencies alongside with the proposed organizational framework is highly recommended in order to come up with a holistic competency framework for Homeland Security Professionals in the country.
