THE ANTI-CRIMINALITY PROGRAM OF TARLAC POLICE PROVINCIAL OFFICE AGAINST MOTORCYCLE RIDING CRIMINALS: AN ASSESSMENT

Abstract
This study assessed the anti-criminality program of the Tarlac Police Provincial
Office against motorcycle riding criminals. The variables of the studies were patrol and
visibility operations, police community relations activities, investigation of cases and
intelligence gathering. The respondents composed of the uniformed personnel of
Tarlac Police Provincial Office and the barangay officials evaluated the anti-criminality
program of Tarlac PPO against motorcycle riding criminals, the problems encountered
in the program, and the proposed measures to address the problems. Using analysis of
variance, the differences in the answers between the respondents were also measured.
An enhanced anti-criminality campaign against motorcycle riding criminals in Tarlac
was also proposed through an action plan.
Based on the results of the study, the following were concluded: The uniformed
personnel and the barangay officials assessed as effective in the anti-criminality
campaign of the Tarlac Police Provincial Office against motorcycle riding criminals on
patrol and visibility operations, police community relations activities, investigation of
cases and intelligence gathering. The weaknesses identified were the implementation
of clean rider program, coordination with sellers of motorcycles, coordination with the
prosecutors, and locating the motorcycle riding criminals. The two groups of
respondents deemed the problems confronting the Tarlac PPO in its anti-criminality
program against motorcycle riding criminals as serious. These serious problems were
due to the ________ by patrol teams to identify “impoundable” motorcycles, limited
media partnership, incomplete information during investigation, and financial support for
intelligence gathering. The proposed measures to address the problems that confront
the Tarlac PPO in its anti-criminality program against motorcycle riding criminals were
enhancing the knowledge of the patrollers especially in identifying impoundable
motorcycles, basic anti-criminality strategies training for force multipliers, creation of
reporting system pertaining to MRCs cases, and recruitment and upgrading the
capability of Barangay Information Networks. Both groups of respondents have
different assessments on the effectiveness of the Tarlac PPO in its anti-criminality
program, and on the proposed measures to address the problems in the campaign
against motorcycle riding criminals. However, they have the same evaluation on the
problems that confront the Tarlac PPO in its anti-criminality program against motorcycle
riding criminals. To enhance the anti-criminality program of the Tarlac Police Provincial

Office against motorcycle riding criminals, the proposed action plan will have program
components such as Patrol and Visibility Training for Force Multipliers, PNP and Quad
Media Partnership Program, Police Investigation Course, and Geographic Information
System-Based Crime Analysis.
Based on the conclusions of the study, the following were the recommendations:
Enhance personnel capacity of the patrol and visibility operations of the Tarlac Police
Provincial Office in the campaign against motorcycle riding criminals by training force
multipliers. Priority in the conduct of training shall be given in areas where the crime
statistics is high. Tap the potential capability of the media in disseminating information
pertaining to motorcycle riding criminals in Tarlac. By crafting an information plan, the
TPPO can have an extensive array of information outlets including the social networking
sites. Improve investigation capability on cases involving motorcycle riding criminals by
enhancing investigative capability of the uniformed personnel in Tarlac PPO. Specific
skills must be taught on perimeter control, gathering and proper lifting of evidence and
crime forensics. Create a geographic information system-based crime analysis on
motorcycle riding criminals. To make the information worthwhile, involve the barangay
captains in gathering data on the motorcycles owned by the residents. Involve the
Provincial Government in making Provincial Plan against motorcycle riding criminals.
Success in the anti-criminality campaign against motorcycle riding criminals could be
facilitated if support and inputs of the Governor and Board Members are included in the
planning and operational execution.
