Abstract
The environment of jails in National Capital Region is becoming more diverse wherein conflicts among inmates are evident making the jail disturbing that even a simple misunderstanding between inmates will end up to a more severe incident such as riots, stabbing incidents and jailbreaks that can cause possible injuries to inmates and even death. These situations in exacerbating in the presence of the informal structure of inmates in jails specially to jails that have gangs. The presence of gangs in jails has been established even before the birth of the Bureau of Jail Management and Penology (BJMP) in 1990. Although the BJMP is working very hard to eradicate the existence of gangs in jails, the established culture of inmates still remains.
The eradication of gangs in jails does not mean that it eradicates the informal structure of inmates as well. As mentioned in the study, the evolution of the said structure came up as a coping mechanism of inmates to instill peace and order among themselves. Their existence was established since time immemorial. The officials of the BJMP however, believed that a jail will become more chaotic in the absence of these structures because the jail authorities are lacking personnel to supervise the daily activities of inmates most especially in big jails where inmates account to more than a thousand.
The project is focused on finding a solution to maintain peace and order in jails by utilizing the existence of informal structure on inmates in jail as an instrument for its proper implementation. Based on the results of the study, all the respondents are aware of the existence of informal structure of inmates and they believe that their presence can help the jail administration to implement its mandate specifically in addressing the orderliness inside their respective dormitories.
Due to the inadequacy of the BJMP to mitigate the jail disturbances abd conflicts in a jail, the researcher concluded that allowing the informal structure of inmates in jail to have the capacity to supervise their respective members can alleviate the situations in jail. Giving them the responsibility to maintain peace and order that is limited only in their respective dormitories, and this is in accordance to the standards of the BJMP will make it more organized. It will then give the BJMP an opportunity to manipulate all the activities of inmates through the presence of the said structure.
To make peace and order in jail more organized and sustainable, the researcher recommends the formulation of a policy that pertains the presence of informal structure directing all jail authorities for the strict compliance of it. The policy will serve as a guide to all concerned jail officer so that there will be a unified strategy in addressing the presence of informal structure of inmates. Having different strategies or approaches of different assigned wardens and personnel will only make the inmates confused which could possibly result to jail conflicts among inmates and personnel. To have a policy on the existence of informal structure of inmates in jail will be appreciated by them who are being recognized as part of the system that could help the jail administration in keeping the jail peacefully and orderly.
