THE INTENSIFIED ANTI-CRIMINALITY CAMPAIGN IN ABRA: FRAMEWORK FOR HARMONIZED INTELLIGENCE OPERATIONS PLAN

Abstract
Anti-criminality campaigns require harmonized intelligence from different and
many sources. This study focused on the assessment of the intensified anti-criminality
campaign of Abra PPO in terms of intelligence networking, operations, investigative
coordination, and police community relations initiatives. Likewise, it included the
problems, the corresponding measures to address the problems encountered, and it
determines the significant differences in the assessment of the respondents on the
intensified anti-criminality campaign as basis for harmonized intelligence operations
plan.
The setting of the study was the Province of Abra. The respondents of this study
were composed of the following: the uniformed personnel of the Abra Police Provincial
Office, the members of the Peace and Order Councils represented by the barangay
captains, and selected members of law enforcement agencies. The period covered
were the years 2012, 2013 and 2014.
The respondents assessed the intensified anti-criminality campaign of the Abra
Police Provincial Office as highly effective with a grand mean of 4.21. The highest
indicator was in operations with 4.32 or highly effective. This implied that the Abra PPO
have been effective implementing its anti-criminality operational plans. The lowest was
police community relations initiatives with 3.96 or effective. Intelligence networking and
investigative coordination were also assessed as effective. Police Provincial Office, in
terms of police community relations initiatives.

The respondents assessed the problems encountered by the Abra Police
Provincial Office that affect its intensified anti-criminality campaign in Abra as serious
with a grand mean of 3.94. The main source of the anti-criminality problems was in
operations with an average overall mean of 4.06 or serious. The problems in
intelligence networking, investigative coordination, and PCR initiatives were also
serious, implying that the Abra PPO needed to exert extraordinary efforts to make the
anti-criminality efforts in Abra successful.
The respondents assessed the proposed measures to address the problems
encountered by the Abra Police Provincial Office that affect its intensified anti-criminality
campaign in Abra as highly recommended with a grand mean of 4.28. The major
recommendations were on intelligence networking and investigative coordination with

average overall mean of 4.29. The proposed measures for operations and PCR
initiatives were also highly recommended, implying that the respondents from Abra
wanted to strengthen the anti-criminality campaign of Abra PPO.
Based on the results of the study, the following were concluded: The uniformed
personnel, the community members, and the other law enforcement/security units
assess the anti-criminality program of the Abra Police Provincial Office as successful in
campaigns against loose firearms, conducting joint internal security operations, quick
crime response, and conducting anti-illegal drug campaigns in schools. However,
weaknesses are detected in conflict diffusion and mediation, judicial process approach,
engaging local government support, and engaging private armed groups. Difficulties in
the anti-criminality campaign in Abra are realized in difficulty in finding informants from
insurgency-affected barangays, limited police manpower, insufficient mobile vehicles,
and lack of police orientation on conflict mediation and diffusion. The respondents of
the study propose handling and training members of Barangay Information Network,
intelligence data sharing among concerned agencies, information campaign against
most wanted persons, and making the youth productive. The respondents have
different perspectives in the effectiveness, problems encountered, and proposed
measures to address the problems encountered with respect to the variables of the
study, except in the effectiveness of police community relations initiatives where they
have the same perspectives. An action plan has been formulated to harmonize
intelligence operations to strengthen the anti-criminality campaign in Abra.
Based on the conclusions of the study, the following were the recommendations:
Enhance the conflict mediation and diffusion skills of the police personnel as alternative
way of diffusing tensions among the warning political groups in Abra. Strengthen
judicial approach, such as filing cases, against politician who are instigating violence in
Abra. Request the Provincial Peace and order Council in Abra to set aside funds for
rewards of most wanted persons in Abra as the province has become the haven of
these personalities. Tap the potential of out-of-school youths by giving them small
businesses to make them productive citizens of Abra. Initiate alternative livelihood
programs for surrendering members of private armed groups, such that they will not
return to their old criminal lives.
