DEALING WITH THE MEDIA: STRATEGIC APPROACH TOWARDS IMPROVING THE PROVISIONS OF THE POLICE MEDIA RELATIONS MANUAL

Abstract
This study aims to assess the police and media relations in the Police Media Relations manual as to news and information source, news schedule and deadlines and releasing news information.
A prepared survey questionnaire was the instrument used in gathering primary data for this undertaking. The author of the study distributed the survey questionnaire to 271 respondents composed of 204 police personnel, 26 media practitioners and 41 local government officials in Baguio City. The target population of the study was 271 respondents, all the respondents filled up the questionnaires completely and administered, representing a 100% retrieval rate. In the process of gathering data for this study, the primary data and secondary data was used. The quantitative data obtained through the conduct of survey was analyzed and evaluated using the following statistical data: percentage technique, average weighted mean through the use of the five point Likert scale and the F-test using the ANOVA single factor.
Based from the data gathered, the following were the findings of the study: A Grand Mean of 4.05 was obtained on the provisions for dealing with media in the Police Media Relations Manual in terms of news and information source, news schedule and deadlines and releasing news information with a verbal interpretation of Relevant. There is a significant difference in the provisions for dealing with media in the Police Media Relations Manual; thus, null hypothesis was rejected. A Grand Mean of 4.33 was obtained on the proposed changes in dealing with media in the Police Media Relations Manual as to news and information source, news schedule and deadlines and releasing news information equivalent to Highly Recommended. No significant difference in the proposed changes in dealing with media in the Police Media Relations Manual; thus, null hypothesis was accepted. Based from the findings of the study, proposed strategic approach shall be formulated to improve the police media relations manual.
On the basis of the established results from the data gathering, the following conclusions were drawn: the provisions for dealing with media in the Police Media Relations Manual was regarded as Relevant, connotes that certain issues pertaining to news and information source, news schedule and deadlines and releasing news information that needs to give certain consideration to ensure a better relationship between the police and the media in meeting the needs of each agency; there was a significant difference on the assessment made by the police personnel, media practitioner and local government officials when it comes to the provisions for dealing with media in the Police Media Relations Manual. This manifests discrepancy in the observations and opinions of the group of respondents on the said provision; the improvement on the Manual is through well coordinated effort of both the police and the media. The police can help bridge the gap by being more open to the media and the media, most important a written policy needs to be established that some information cannot be released; there is no significant difference on the assessment made by the police personnel, media practitioner and local government officials on the proposed changes in dealing with media in the Police Media Relations Manual. This manifests that the respondents groups observations and opinions are similar in the observance of the proposed changes; and the proposes strategic approach towards the improvement of the Police Media Relations Manual establish the principles of open and transparent contact with the media.
Based on the foregoing conclusions, the following recommendations are hereby submitted: Police officers need to have a new guidance that helps them understand the value of providing information to the public and supports them in making ethical decisions when doing so; with the discrepancies opinions of the group of respondents, the need to improved training, supervision and appraisal to ensure the principles of ethical issues arising from the relationship between police and media; openness in providing information to the public, much of which will be through the media, which suggest for public information and integrity that will drive the change, making media contact permissible but not unconditional; with similar opinions of the police personnel, media practitioner and local government officials on the proposed changes in dealing with the media, the police Officers who provide information to the media should make a brief personal record of the information they provide. This record should be available if required and some of these records must shall be audited on a random basis; to enhance the police media relations, is the implementation of strategic approach towards improving Police Media Relations Manual towards a new approach to providing public information, increasing awareness with the public should be monitored through performance indicators; conduct further study on police media relations that both has to respect journalistic persistence and expertise.
