THE QUARTERING AND HOUSING PROGRAM FOR POLICE PERSONNEL IN METRO MANILA: FRAMEWORK FOR RESTRUCTURED SHELTER DELIVERY SYSTEM

Abstract
This study was conducted to assess the quartering and housing program for police personnel in Metro Manila in terms of program objectives, systems and procedures, shelter and financial agencies partnerships, and program monitoring and evaluation. It also sought to determine whether there us significant difference on the respondents’ assessment on the quartering and housing program for police personnel in Metro Manila, the problems encountered and the proposed measures to address the problems encountered.
A descriptive research method was utilized. Stratified random sampling was employed to determine the sample size of the respondents of a total of three hundred eighty five (385) uniformed and non-uniformed police personnel who were assigned in Metro Manila, particularly in Camp Crame, Quezon City and Camp Bagong Diwa Bicutan, Taguig City who were distributed in three (3) categories as follows: two hundred seventy two (272) awardees, two hundred eleven (211) applicants and two (2) implementers. It was hypothesized that there is no significant difference on their assessments on the quartering and housing program for police personnel in Metro Manila, the problems encountered and the proposed measures. Data were generated from secondary sources, through the conduct of survey using structured questionnaires which were validated through interviews. It also used the frequency, percentage, weighted mean and one-way ANOVA as statistical tools. The study was conducted in Metro Manila.
Results revealed that the respondents agreed on the benefits delivered by the quartering and housing program especially on the assistance in acquiring safe, decent and affordable housing units and partnership with HDMF (Pag-Ibig Fund) in providing special housing loan packages among others. They also observes that insufficiency of quarters/housing units; non-observance if selection and award criteria; no monthly visitation of awardees of quarters/housing units; and no established partnership with real estate brokers and developers were serious problems encountered under the program.
The respondents further agreed that the proposed measures are highly recommended which are as follows among others: strengthen partnership with NHA and other private developers; strict compliance in the conduct of fire safety inspection of quarters; formulation of procedures on the periodic visitation of awardees of quarters/housing units; formulation of parameters on the conduct of annual assessment on ownership retention of housing awardees; and coordination with existing private developers.
Furthermore, the findings of the study revealed that there was no significant difference among the respondents’ assessments on the quartering and housing program for police personnel in Metro Manila, problems encountered and the proposed measures relative to the program objectives, systems and procedures, shelter and financial agencies partnerships and program monitoring evaluation.
In the light of the findings of the study, the following conclusions are drawn: poor coordination and collaboration with private and public shelter and financial agencies; lack of policies in the conduct of fire safety inspection of quartering facilities as well as visitation and inspection of quartering and housing unit awardees; respondents regarded the proposed measures as highly recommended to improve the shelter delivery services to police personnel; awareness and positive outlook exist among the respondents in expressing their views; and a key to better shelter services for police personnel is the restructured shelter delivery system.
Based from the conclusions of the study, the following recommendations are formulated: to strengthen the partnerships with HDMF (Pag-Ibig Fund), NHA, HUDCC, HLURB and to establish new partnerships with other private developers and financiers as well as socio-civic organizations such as Gawad Kalinga and Habitat for Humanities by updating existing and forging new agreements; to formulate policies on conducting fire safety inspection of quartering units, visitation and inspection of awardees of quartering and housing units; to revisit PNP Memorandum Circular 20-2006 and introduce necessary amendments by inclusion of the proposed policies; to create advocacy programs such as audiovisual presentation that can be posted to the PNP website to enhance awareness of police personnel on the benefits of the improved shelter delivery system; the proposed program components must be pursued in order to improve the shelter delivery services to police personnel, and further study should be conducted on a wider scope in relation with this in order to fully validate the findings.
