Abstract
The security situation of the Philippines continuously to face with the challenges brought about by the existence of threats from the Communist Terrorist Group (CTG), Local Terrorist Groups (LTGs) and other organized criminal organizations. Given the security situation, it is imperative then that the idea of force multiplier to augment the capability of the Philippine National Police (PNP) particularly in the intelligence gathering is necessary. Thus, the idea of establishing the so-called Barangay Information network (BIN) was created. BIN is a people-based intelligence network which is viewed as the most reliable and the most positive indicator of the people’s support to the PNP’s mission and function in fighting terrorism and criminality. However, based from the experience of the proponents of this study, and their personal knowledge in the management of BINs, the said force multipliers are given less appropriate encouragement to serve in to their fullest capability. Further, there is no document, circulars and/or memorandum that states benefits given to the recruited BIN member.
In other police force from other country they have establish benefits for their informants. Recognizing the value of compensation the International Association of Chief of Police (IACP) Law Enforcement Center said that confidential informant is willing to exchange information if there is monetary compensation or other lawful consideration. Thus, the US DOJ must pay a CI in the form of fees and rewards that commensurate the value of the information given.
As such, this research study will seek to answer the following problems which will comprise the statement of the problem of this paper. This research aims at answering the main problem of the study which is “How does the Motivation of Force Multiplier as part of the Barangay Information Network, in terms of monetary compensation, benefits, and safety/security, support the PNP intelligence gathering?”
To address the issue of a scientific survey and Focus Group Discussion was used by the proponents of this research and the result revealed that the role of the BIN in the PNP information gathering is very much significant. However, it is very much apparent that its effectiveness as force multiplier for the PNP intelligence community is hampered primarily by lack of a concrete policies and guidelines on matters of managing and operating the BIN. Handling and maintaining the BIN, under the program of the PNP is basically affected by the lack of appropriate policy guidelines to institutionalize that program. So, there is a need to create a policy and guidelines for BINs management and operations with emphasis on funding program, recruitment process, handler capabilities and consistency, establishment of other benefits including safety and security, and BIN capacity building efforts. In order to attain such objective and Action Plan was recommended by the proponent of this paper.
