Abstract
This study was conducted to determine the level of manifestation of the PNP-QCPD Intelligence Operations in support to Internal Security in terms of the variables: Identification; Case build-up;and legal offensive, identify the issues and challenges which affect the QCPD Intelligence Operations in support to Internal Security as well as the Remedial measures which can be recommended to address the issues tand challenges in terms of the aforementioned vehicles as basis for the formulation of an Action Plan to enhance the PNP-QCPD Intelligence Operations in support to Internal Security.
The study used Descriptive Quantitative Research design. Interview and Survey Questionnaires were employed in collecting the data needed to answer the research questions. The study was conducted in Quezon City Police District’s area of responsibility involving a total of 176 respondents composed of 96 PNP personnel and 80 Barangay Officials in Quezon City. Moreover, Frequency counts, Percentage, Weighted Mean, and Four-point Likert scale were used to analyzed and interpret the data gathered.
The findings of the study revealed that the PNP-QCPD Intelligence Operations in support to Internal Security is “Less Manifested” particularly in the following aspects: Identification-Conduct of information gathering; Case build-Up-Securing possible witness or complaint; and Legal Offensive – Documentation and filing of cases. Further, the following issues and challenges being always encountered, affect the PNP-QCPD Intelligence Operations in support to Internal Security: in terms of Identification-Inactive Barangay Information Network (BINs); Case-build up-Possible witnesses/complaints are hesitant to cooperate with the Police due to fear of reprisal; Legal Offensive – “Insufficient expertise among investigation on proper documentation for filing of prosecution oriented case”. Moreover, the following remedial measures were recommended by the respondents to address the issues and challenges which affect the PNP-QCPD Intelligence Operations in support to Internal Security: in terms of Identification – Generate active Barangay Information Network (BINs); in terms of Case-build-up Eliminate the fear of reprisal among possible witnesses/complaints; in terms of Legal Offensive – Solicit the assistance of PNP Legal Service and other concerned government agencies during the conduct of documentation and filing o cases”
Based on the foregoing findings the researchers proposed the Action Plan: Enhancement of the QCPD Intelligence Operations in support to Internal Security through issuance of Memorandum “Guidelines in the conduct of PNP Intelligence Operations in support to Internal Security” this will ensure proper and successful conduct QCPD Intelligence Operations in the aspects of: Identification, Case build-up and Legal offensive geared towards the accomplishment of the PNP-QCPD Internal Security support function and ending insurgency problem.
