Abstract
This research is about the operationalization of the traffic management system in La Trinidad, Benguet. It determined the system of implementing the traffic pillars such as traffic education, traffic law enforcement, traffic engineering and traffic economy; and the common challenges. The first research problem, the quantitative part, was participated by 101 participants, while the second research problem was participated by 19 informants. The study found out that the activities under the traffic education pillar are moderately operationalized, as shown by its overall weighted mean of 2.81. On traffic law enforcement, the overall weighted mean is 3.60, which shows that there is a highly operationalized traffic law enforcement effort, wherein traffic laws and ordinances are fully implemented. Traffic engineering gained the overall weighted mean of 3.38, which means the measures by the La Trinidad LGU were highly operationalized. The traffic economy revealed the overall weighted mean of 2.90 that is interpreted as moderately operationalized. The challenges encountered include the insufficient number of traffic law enforcers, lack of regulatory signs, lack of directional signs, some roadways are being occupied by shops or stores, narrow roads, and lack of parking facilities. Based on the findings, it is concluded that the traffic management system in La Trinidad, Benguet, is working at an acceptable level, but the LGU must have to address the identified concerns strategically. Based on the findings and conclusions, it is recommended that the information campaign on traffic safety education be strengthened. The La Trinidad LGU should strictly enforce the removal of all traffic obstructions along the highway. More personnel must be assigned to the traffic unit. The La Trinidad MPS to enhance the training of the Barangay Tanod for augmentation purposes. To require business establishments to provide parking spaces for their customers and employees. LGU to consider the provision of a more functional parking area of motor vehicles for vegetable dealers. Construction of elevated roadways within the central district to ease the flow of traffic. Provision of loading and unloading zones to major establishments. The LGU of La Trinidad may coordinate and tap the assistance of the local colleges and universities. Lastly, the implementers of traffic enforcement adopt the action plan prepared by the researchers to address the specific concerns found in this research study.
