INSTITUTIONALIZATION OF MONITORING AND EVALUATION OF THE PNP RECOVERY AND WELLNESS PROGRAM IN PANGASINAN

Abstract
This policy research is an assessment of the monitoring and evaluation phase of the PNP Community-Based Recovery and Wellness Program as implemented in the province of Pangasinan. Using the qualitative mode of investigation, the study scrutinized the program component based on the analytical framework developed by the U.N. Office on Drugs and Crime.
The findings show that while the Pangasinan Police Provincial Office has an implementing plan for the CBRWP, the monitoring and evaluation of program beneficiaries upon completion the program and the data sets are limited to the drug testing taken during the program and current status/location. The PPO cannot sustain the monitoring and evaluation even after the program beneficiaries completed CBRWP and does not receive funding support from the government for the implementation of the entire program. Local government units and other government agencies have very limited or no involvement in the monitoring and evaluation phase, while the supervising team is not allowed to provide feedback for the needed changes and improvement.
To institutionalize and enhance the monitoring and evaluation phase of the program, it is recommended that the said phase be extended for at least six months after the drug surrenderers have completed the CBWRP; the monitoring and evaluation framework be expanded; the government agencies and LGUs have greater involvement; and the budget allocation of the Pangasinan PPO be increased to cover the costs of the program.
The study concludes by identifying a new implementation plan as a policy alternative, with the recommendation that it be issued at the level of the Provincial Peace and Order Council or the Provincial Anti-Drug Abuse Council.
