Abstract
ABSTRACT
This research paper digs deep into the predominant system or norm that the BFP is faced with during the client transactions that causes delay in the issuance of the Certificates needed from the BFP. Based on available documents and information it has been noticed that the simple transactions that should take a few minutes become complex for the client. Instances like these stacks up and queues up clients transacting on that very day which also leads to delay of the delivery of frontline services like Fire Safety Inspections and issuance of the necessary permits or clearances to the clients.
Although the BFP Citizens charter have already provided a simple illustration of the process flow and requirements for securing Certificates, it has been closely monitored that there are instances where clients are lead to process their business permits without securing the necessary documentary requirements from the BPLO, much more during the processing of Fire Safety Evaluation clearances where would be home owners or lessor comes forth with incomplete building plans, improper building plan and without the correct bill of materials. These instances were brought to light by some clients as they have transacted with another department in the LGU for their Building Permits. Scenarios like these have become common to some constituents of the Municipality, this caused a break in the process and loss of time for the clients as well to the local Fire Station since the continuity of flow is hinged on the completeness and veracity of documents for the clients. This is why the researchers have identified the problem for this study “Evaluating the common deficiencies in processing Certificates between BFP Balungao (Pangasinan) and the Local BPLO”. To achieve the impact “of having ease of transactions” the Action Research aims to provide through “Evaluating the common deficiencies in processing Certificates between BFP Balungao (Pangasinan) and the Local BPLO”, the following was first accomplished, a simple local database (Excel based) program. The said database houses all the registered businesses and have included applications for FSEC (Fire Safety Evaluation Clearance) for Building Permits. Details that are included in the data base range from date of application, renewal of permit, with or without complete requirements.
Once the database has been established a sample of clients were observed through time and motion study. Closely monitor the time of transaction they experienced vs the prescribed time in the BFP Citizens charter while taking note of the documents they have or don’t have. The numbers are then collected and added to the presentation and recommendation.
After all these factual data collection systems have been established, the researchers would have enough data to present to the local BFP Unit and guide them to create a coordination with the Local Chief Executive as well as the SB Members and Department Heads to convey and explain the situation and for a suggestion to have both Citizens Charter of Balungao (BPLO/OBO) and BFP to run parallel with each other taking consideration the requirements and benefits of a realized working citizens charter.
