Abstract
THE CASE:

Introduction

Since the onset of the COVID-19 pandemic, the public sector has faced a multitude of challenges in delivering its services. As the world gradually shifted towards online transactions, it paved the way for a digital transformation. In response, many government agencies have adopted digital models and strategies to sustain their operations while navigating the challenges of remote work and maintaining productivity. The COVID-19 pandemic has forced the public sector to adapt quickly to a new reality. With social distancing measures in place, traditional methods of service delivery have become increasingly difficult. However, this has also presented an opportunity for the public sector to embrace digital transformation and modernize its operations.

The Department of Information and Communications Technology (DICT), the government's primary agency that promotes ICT initiatives to improve public service delivery, launched an E- government Master Plan (EGMP) 2022 citing the need to develop the country's e-Government systems through the digital transformation of basic services across the whole bureaucracy. The goal of this is to achieve "One Digitized Government". One of the agencies included in the plan is the Philippine National Police (PNP) (Department of Information and Communication Technology, 2020). By 2030, the Directorate for Information and Communications Technology Management (DICTM) envisions a digitally transformed PNP with integrated, secured, and reliable ICT Systems and info-structures that support an effective and credible police service (Philippine National Police. 2022).

The Philippine National Police (PNP) is the primary law enforcement agency in the country, responsible for maintaining peace and order, preventing crime, and enforcing the law. As with any large organization, the recruitment process is critical to the PNP's operations. ensuring that the agency is staffed with competent and qualified personnel. In today's digital age, there is a growing emphasis on the use of digital tools, platforms, and data-driven approaches to streamline and enhance recruitment practices.

Information technology plays an important role in our everyday lives, from business or work processes to personal communications. Government agencies, including the Philippine National Police (PNP). took advantage of the use of information technology to streamline its processes, particularly its recruitment process. This case study aims to evaluate the effectiveness and efficiency of the use of information technology in the recruitment process of the PNP National Capital Regional Police Office (NCRPO). It is important to evaluate the recruitment process to ensure that the PNP acquires competent and qualified personnel who will be vested with authority to serve the public.

This study evaluated the effectiveness and efficiency of the use of technology in the PNP recruitment process, with a focus on the utilization of PNP Comprehensive Online Recruitment Encrypting System (CORES). It described the current state of digitalization in the recruitment process, identified key areas for improvement, and proposed recommendations for enhancing hiring practices' efficiency. effectiveness, and fairness.

For better understanding of this study, the following terms are defined:

• Information Technology - the study or use of systems (especially computers and telecommunications) for storing, retrieving, and sending information.

• Philippine National Police (PNP) - Organization in the Philippines that enforces the law, prevents and controls crimes, maintains peace and order, and ensures public safety and internal security with the active support of the community.

• Comprehensive Online Recruitment Encrypting System (CORES) system used by the PNP Patrolman/Patrolwoman. to process applicants for

• Applicants - persons who are the end-users of the PNP CORES with the intent to enter the PNP as Patrolman/Patrolwoman.

• Administrators - PNP personnel in charge in the operation and maintenance of PNP CORES.

Methods Statement

The study employed qualitative and quantitative research method. Qualitative data will be collected through direct observation and key informant interviews. Quantitative data will be collected through survey from PNP Patrolman/Patrolwoman applicants who used the PNP CORES. The findings of this study provided valuable insights into the current state of the use of technology in the PNP recruitment process.

This study obtained data from key informant interviews with police trainees and system administrators who were able to use the PNP Comprehensive Online Recruitment Encrypting System (CORES).

The insights gained from the participants will inform the development of strategies for improving recruitment practices through the use of digital technologies. Ultimately, the study aimed to contribute to the enhancement of the overall performance and effectiveness of the PNP in fulfilling its mandate as a law enforcement agency.

Report on Built Environment

The participants of the study are personnel and applicants of National Capital Regional Police Office, the information gathered from them are relevant to the study.

Metro Manila comprises municipality and cities such as Manila. Caloocan, Marikina and Quezon City. Based on Philippine Statistics Authority the population of NCR as of May 1, 2 2020 is 13,484,462. National Capital Region is jurisdiction of NCRPO which is located at Camp Bagong Diwa, Bicutan, Taguig City with a land area of 47.8 ha.

NCRPO has five district offices under it namely: Manila Police District, Northern Police District, Southern Police District, Eastern Police District, and Quezon City Police District. According to Regional Personnel Resources and Management Division of NCRPO, a total of 27.247 police which composed of 1,390 PCOs and 21,036 PNCOs with a population ratio of 1:604. Based on NAPOLCOM MC 2007-009. "distribution of quota is based on criteria such as police to population ratio as well as the peace and order condition of the area for PROS". Additionally, the memorandum states that the ideal ratio is as follows: for highly urbanized cities (City Police Offices). 1:500-700: component cities (City Police Station), 1:650-800, Municipalities (Municipal Police Station), 1:750-1,000. Based on NAPOLCOM, 2012, the ideal ratio of NCRPO is 1:500 since it comprises highly urbanized cities. Unfortunately, NCRPO was not able to adhere to the recommended ratio. This indicates the need of recruitment of highly qualified personnel to achieve the vision of PNP 2023.
