TITLE: A CASE STUDY ON THE RESULTS OF THE COMMUNTIY-BASED IMMERSION PROGRAM (CBIP) OF THE PNP-BISOC TOGETHER WITH RMFB4B 402ND COMPANY

Abstract
Introduction
The municipality of Abra De Ilog is located in the northern part of Occidental Mindoro – a former strong hold of CPP-NPA-A-NDF since 1986. Because of the leadership of General Jovito Palparan in 2000-2003 the CPP-NPA-A-NDF suddenly weakened and by 2016 the municipality declared as a former conflict-ridden area. Thru the directives of performer PNP Chief, Police General Camilo P Cascolan the PNP planned to deploy at least two policemen in every barangay across the country in a bid to beef up police presence against criminal elements and insurgency. With this – RSTU4B adopted the idea of pulis sa barangay and integrated it as part of the training of basic internal security operation course (BISOC) for the police trainees.
The goal of community organizing strategy known as “community immersion” is to instill within the police trainees a deeper understanding and revelation of the various concerns that are faced by the community as a result of their exposure to real-life scenarios, particularly those that are prevalent in communities that are considered to be “deprived, depressed, and underprivileged” (DDU).
People who are not acquainted and places in which they will be working are able to become fully immersed in these settings through the process of community immersion. This affords individuals the chance to examine their presuppositions, attitudes, and the level of knowledge of their profession, all of which contribute to the development of their cultural competency. Individuals participating in immersion programs go through the process of temporarily relocating to a new setting so that they can take advantage of many significant learning opportunities. It is necessary for the individual to be open to the social, cultural, and/or political situations into which they have been placed so as to have the greatest possible influence. According to Hartman et al., the community immersion program is one method of showing people that developing trust with the clients “requires some knowledge of the social. Economic, psychological, and cultural issues” faced by patients (2018).
The case, in particular, is based on two areas, namely: Barangay Wawa, and Barangay Udalo, which are both located in Abra De Ilog, Occidental Mindoro. Barangay Udalo can be found in the eastern portion of Abra De Ilog, approximately 9 kilometers away from the actual harbor or Abra De Ilog. It is in close proximity to the coast and is encircled by mountains. It is considered to be one of the more historic barangays in the Abra De Ilog municipality. Rich fishing grounds can be found along the entire coast of Camurong. It has Verde Island to the north, Puerto Galera to the east, Lumangbayan to the west, and barangay hectares that is divided into 13 sitios, 2 of which are filled by Tagalog settlers, 5 of which are a mixture of Mangyans and Tagalogs, and 6 of which are populated solely by Mangyans. There are a total of 1,057 households in the barangay of Udalo, and majority of them earned their living through farming, fishing. Raising cattle, or running a sari-sari store. In addition, government officials frequently visit the barangay because of its proximity, despite the fact that the road leading there is still under construction and makes it difficult for vehicles to pass. In addition to that, it is a rather isolated location.
Barangay Wawa, on the other hand, is the name given to the area at the river’s mouth in the Tagalog tongue. The fact that the barangay is located so close to the river’s mouth is where the name of the community originated.
In light of the ongoing controversy surrounding Internal Security Operations in the fight against local terrorist groups and the communist party embedded by the Philippine National Police to enhance the active participation of the community that is necessary for the suppression of insurgency, it is important to note that this dispute is related to the fight against insurgency. The RMFB 48 gave its approach to the Internal Security Operation (ISO) a new lease on life by participating in the Community Based Immersion Program for a period of 45 days (CBIP).
Through interaction with vulnerable communities and a focus on ensuring the local communist terrorist groups are put down, this initiative intends to lend support to the government’s efforts to bring to end to the local communist armed conflict (ELCAC). It is also intended to increase the participant’s knowledge and skills about communist terrorist groups, through the conduct of Social Investigation and Class Analysis (SICA), in order to come up with or craft methodological tools and translate through inclusive activities to address these ongoing issues in the community. This will be done in order to address these reoccurring problems in the community.
The 21st of March 2021 marked the beginning of the program, while the 4th of May 2021 served as its conclusion. Community-Based Immersion Program of 402nd B Maneuver Company RMFB48, which was led by PCPT ETHELL MAR SUETOS, Officer-in-Charge, initiated a meeting with forty-two (42) B Maneuver Company RMFB and thirty-six (36) CBIP attendees (MASIDLASIK 08-2020) to discuss the actions Community Based Immersion Program in the three barangay of Abra De Ilog, specifically Barangay During this discussion, they talked about the Community Based Immersion Program’s plan as well as its schedule of events. Following the conclusion of the conference, the attendees were going to be dispersed among three separate barangays.
The group was fully aware of the fact that, without the assistance and direction of the AII-Powerful God, it was impossible for them to have achieved anything. As a result, they participated in Sunday Devotion electronically through the use of messenger, which was led by Brother Kevin Victoriano. It was a good occasion for everyone because they had given praise and thanks to God, as well as reflect on every act that they had done and every act that they intend to perform in the future. The team started the new week by conducting a Feeding Program for the Indigenous People of Sitio Camarugayan and Yabanan. They also had a convention with the members of “Samahan ng Magsasaka” about their means of subsistence and they talked about the Enemy infiltration process as well as the CPP-NPA Recruitment Process and the Executive Order 70.
The beginning of the activities for the Community Based Immersion Program, marked the PNP’s personnel paid a courtesy call to the Barangay officials and elders of the said area. The purpose of this was to introduce the plans and programs for this activity so that they could comprehend how the Philippine National Police as a whole is eager to assist and improve the quality of their living.
Additional activities included the following: a devotion led by Pat Jayson P Ramilo with the topic “God Remains Faithful” found in the book of Romans 3:1-8 at Sitio Camurong: security guidance during Senior Citizens Cash Allowance Pay-out at Sitio Camurong performed by Barangay Peacekeeping in Action, Barangay Officials, and CBIP participants; and the conduct of a cleanup drive at Camurong Elementary School, Sitio Bugtong.
The Indigenous people of Sitio Camarugayan were provided with a free haircut, which made them very pleased, and they expressed their gratitude for this activity.
