Abstract
The Philippine National Police (PNP) issued Memorandum Circular No. 2016-041 dated July 15, 2016 titled "PNP Model Police Station" Program. It aims to institutionalize community policing system in all police stations with the end view of forging a sustainable partnership with the local government units, stakeholders, and the responsive community in general. Since its launch, there is inadequate document to show that the program is regularly reviewed to assess its impact on peace and order situation in localities, limited capability of key performers - patrol and community relations personnel to perform community policing roles and functions, and a need of mechanism for effective program implementation to ensure attainment of objectives.
Guided by the Broken Windows Theory as a framework, this paper aims to provide an assessment on the effectiveness of Community Policing in reducing crimes and addressing public safety issues, to determine needed skills in the performance of the roles and functions to increase police interaction with residents, and to provide inputs for the preparation of implementing guide to help police units continue to improve Community Policing by developing collaborative problem-solving abilities utilizing local resources.
This study made use of the qualitative-quantitative approach of employing interview and survey methods to gather data from police-respondents from Police Regional Office 2. Data showed that the "PNP Model Police Station" Program has a positive impact on crime reduction as revealed by the downward trend of crime volume in the region over the past calendar years.
Implementers of community policing should: 1) establish teamwork within their community; (2) conduct conversations/dialogues; (3) conduct visitations; (4) organize community meetings; and (5) organize neighbourhood groups.
Additionally, in order to strengthen the implementation of the program as well as the partnerships with the community in addressing public safety issues, it is recommended that the following should be developed, conducted or provided: (1) training for personnel on the basic principles of community policing; (2) lecture materials and seminar presentations; (3) guidebook for patrollers; (4) guide for conducting community survey; and (5) program evaluation template.
