Abstract
Introduction

Public security as defined in the Law of Dictionary (2015) is the function of governments that ensures the protection of citizens, territory, organizations, and institutions against threats to their wellbeing – and to the prosperity of their communities. Toffler (2015) and Rousseau (2016) claims that order and safety are innate needs of each and individual and is the justification of the very existence of the state respectively.

In response to this, the 1987 Philippine Constitution under Section 4 and 5, states that – “the prime duty of the state is to serve and protect the people. The maintenance of peace and order, the protection of life, liberty, and property, and the promotion of the general welfare are essential for the enjoyment by all the people of the blessings of democracy”. The most fundamental duties of the state are to ensure the public safety services, maintenance of peace and order, and the dispense of social justice. Both police and other private citizens and institutions are accountable in rendering public safety.

The challenge to public safety, therefore, is efforts of peace building called upon to ensure the benefits of the people and peacemakers follow the fair and just rule of law. It rallies the full participation of community resident and stakeholders in the development and maintenance of peace and order as their contributions to the community’s peace-building activity.

Unfortunately, despite the effort of NGOs and other sectors the impact of violence is boundless. It affects everyone especially the marginalized members of society and its effect is a serious concern, particularly to small and isolated communities. Decades of local conflicts have resulted in nothing but misery particularly to those directly violence. Given this backdrop, it becomes imperative that change must come.

Hence, the organizational efforts would be challenging but to hurdle the challenges, the PNP needs to form linkages with National Government Agencies, LGU’s, and civic-oriented organizations through these linkages shall pave the way for directing the organized communities towards contributing to the creation of a tourist-friendly atmosphere.

Linking the LGU budget is one of the considerations of Talisay Municipal Police in ensuring the public safety services which embodied under the provision of the law, RA 6975 other known as “The Philippine National Police Law” which was enacted on January 1,1991, and amended by RA 8551 “Reform and Reorganization of the Philippine National Police” states that – the local police is under the supervision and control of the Local Chief Executive.

Moreover, the following are duties and function of police officers to become more effective and efficient in delivery public safety service such as crime reduction strategy, crime prevention, and proliferation of loose firearm, anti-illegal gambling operation, campaign Against wanted person and crime investigation. The police officers are also committed in the process of detecting and apprehending criminals through the course of constant monitoring and intelligence build-up way for their prosecution into the crime committed. It will remain the priorities of Talisay Municipal Police Station in the external development making the Municipality of Talisay a safer community in the province of Batangas by upholding the rule of law and bringing offenders to justice.

The researchers would like to provide data for readers to assess capability of Talisay Municipal Police Station in the aspect of anti-criminality, rendering public safety services, and handling the emergency. This study hopefully will benefit the concerned department heads of the local government units of Talisay on ways to improve their respective duties and functions as public servants in delivering public safety services to their constituents.

Also, this study will serve as an eye opener for the PNP and LGU on the current situation of police station like Talisay MPS which serve as model, it can be a pattern of assessment in which helps the local chief executive and chief of police assess the effectiveness of police unit in the municipality.
