ABSTRACT

This study is an Action Research with the title: “Addressing the Delay in Fire Response in the Province of Pampanga through the Establishment of Fire Sub-Station”. The study has the following objectives: Identify what causes the delay in the fire incident response and what are the challenges encountered by the firefighters enroute to the fire scene; Describe the current situation of the province of Pampanga in terms of road accessibility; land zoning or land use; population’s growth/ density; fire station location; and community fire risks classification; Analyze gathered data using an established theoretical framework to know the other contributing factors affecting the prompt response of the firefighters in the province of Pampanga; Identify viable solutions to address the problem of not meeting the seven (7) minutes arrival time.

The researchers have used Ladder of Inference and Journaling as a framework for First Person Inquiry. While Mind Mapping/ Nominal Group Technique and Meta-Learning Process were used for second-person inquiry. Data was also sourced through the concerned BFP offices to aid us in the validation and interpretation of information gathered.

Through our collaborators we were able to established the factors and recommend short-term and long-term proposal to address the delay in the fire response in the province of Pampanga through strengthening existing programs and policies of the BFP and the eventual establishment of fire sub-station. The majority of the collaborators highly recommend the establishment of fire sub-station in strategic locations to reduce the travel distance of the responding units resulting to shortened or faster response time.
